2023 Refuse Rate Setting Process

In June 2022, San Francisco voters passed Proposition F to reform the City’s refuse rate setting process. The Refuse Rate Administrator has initiated the rate-setting process and is accepting rate change request forms. Public meetings will begin in March 2023 and members of the public can participate by commenting at these meetings or sending a written comment to the Refuse Rate Administrator. New rates will be determined by the Refuse Rate Board summer 2023 and will go into effect October 1st, 2023.

January 31, 2023 - Refuse Rates Change Template & Instructions Issued: Refuse Rates Change Request Template & Instructions are published on the Refuse Rates Administrator Website.

February 28, 2023 - Rate Change Request Initial Reporting Deadline: Initial rate change request information to be submitted by this date.

March 14, 2023, 9:30-11:30am - Public Refuse Rates In-Person Workshop: Purpose is to share information about the rate-setting process, to allow refuse companies to share details around their proposed rate change requests, and to hear comments and concerns from members of the public. Workshop will be held in City Hall room 305.

March 16, 2023, 3:00-5:00pm - Public Refuse Rates Virtual Workshop: Purpose is to share information about the rate-setting process, to allow refuse companies to share details around their proposed rate change requests, and to hear comments and concerns from members of the public.

March 20, 2023, 10:00am - Sanitation and Streets Commission Hearing #1: Purpose is to share information about the rate-setting process, for DPW to share program priorities and goals, for Recology to share initial rate change request, and to hear comment from the Commission and public. Meeting will be held in City Hall room 416.

March 28, 2023, 5:00pm - Commission on the Environment Hearing #1: Purpose is to share information about the rate-setting process, for ENV to share program priorities and goals, for Recology to share initial rate change request, and to hear comment from the Commission and public.

April 13, 2023, 12:30pm-4:30pm - Refuse Rates Board Hearing #1: During the Hearing the Refuse Rates Board will adopt Code of Conduct & Ex Parte Communications Limitations Procedures, and hear Public Comment. Meeting will be held in City Hall room 408.

May 9, 2023, 9:00am-1:00pm - Refuse Rates Administrator Hearing #1: Purpose is to evaluate rate year 2024 and 2025 proposals from Recology and compare them with modified proposals from the Refuse Rates Administrator.

May 15, 2023 - Sanitation and Streets Commission Hearing #2: Purpose is to solicit comment from commissioners and members of the public on the Proposed Rate Order.

May 23, 2023 - Commission on the Environment Hearing #2: Purpose is to solicit comment from commissioners and members of the public on the Proposed Rate Order.

June 12, 2023, 9:00am-3:30pm - Refuse Rates Board Hearing #2: Refuse Rates Board will hear application, written objections received to-date, Refuse Rates Administrator’s Recommendation, and public comment. Meeting will be held in City Hall room 408.

June 20, 2023 - Proposed Refuse Rates Order Published: Refuse Rates Order will be published on the Refuse Rates Administrator website. Refuse Rates Board must begin hearing process within 30 days.

June 26, 2023, 9:00am-4:30pm - Refuse Rates Board Hearing #3: Refuse Rates Board will hear new written objections received to-date, potential updates to the recommended Refuse Rates order. The Board will deliberate and potentially adopt the Rate Order. Meeting will be held in City Hall room 408.

July 24, 2023, 12:30pm-4:30pm - Refuse Rates Board Hearing #4: Refuse Rates Board will hear new written objections received to-date, potential updates to the recommended Refuse Rates order. The Board will deliberate and potentially adopt the Rate Order. Meeting will be held in City Hall room 408.

Postponed To August 2023 - Refuse Rates Board Hearing #5: This hearing had been scheduled to July 28th but has been postponed to a future date, This website will be updated once that date is confirmed. August, 2023 - Notice of Adopted Rate Order: New Rate Order to be published in advance of effective date.

October 1, 2023 - New Rate in Effect: The new Rate Order will align with the waste hauler's fiscal year to improve accountability.
