Mayor London Breed Celebrates Groundbreaking of New 100% Affordable Housing Project in Bernal Heights

3300 Mission Street, one of the first 100% affordable housing projects built along the Mission Bernal corridor in 20 years, is part of larger efforts to address housing displacement across San Francisco

San Francisco, CA — Today, Mayor London N. Breed joined State Senator Scott Wiener, Supervisor Hillary Ronen, local leaders, and development partners to celebrate the groundbreaking of 3300 Mission Street, one of the first 100% affordable housing developments to break ground in the Mission Bernal corridor in nearly 20 years. Upon completion, the six-story building will feature 35 studio apartments serving low-income individuals and small households earning between 30-80% of the area median income (AMI).

“The Mission Bernal corridor is home to a diverse and vibrant community, and the development of 3300 Mission Street is a big step forward in our work to deliver housing for low-income residents allowing them to stay in the neighborhood they call home,” said Mayor London Breed. “I am proud to have supported state legislation that is resulting in construction projects taking way less time to complete and I will continue to champion ways for us to get rid of the bureaucracy that gets in the way of housing production in the City. I thank our development partners for working with us to provide residents at risk of displacement access to an affordable place to live as we expand housing across San Francisco.”

Located at the site of the former Graywood Hotel and 3300 Club which were destroyed in a fire in 2016, 3300 Mission Street is a vacant three-story building comprised of commercial space on the first floor and 28 Single Room Occupancy (SRO) units on the second and third floors. The project at 3300 Mission will completely rebuild the existing structure and add three additional stories of affordable housing.

The planned development builds on efforts to increase housing across San Francisco as part of Mayor Breed’s Housing for All strategy that fundamentally changes how the City approves and builds housing. The Mayor's strategy lays out an action plan for the City to meet the bold goal of allowing for 82,000 new homes to be built as part of the State-mandated Housing Element.

“This new project will bring much needed homes to working people,” said Senator Scott Wiener. “I’m proud to see San Francisco embracing new homes even in neighborhoods that have not seen new affordable housing in decades. More affordable homes are on the way thanks to our work to boost housing production at the state and local level, and 3300 Mission marks a great fresh start on housing for the Bernal community.” 

3300 Mission is served by a number of neighborhood-serving businesses, including a Safeway located less than 400 feet from the development, as well as two local parks, a hospital, pharmacy, library, and elementary school, all located within a half mile of the site.

The ground floor of 3300 Mission will feature a residential lobby with elevator access and resident-serving common spaces, including a community room, two offices for property management, a supportive services suite, bike parking, and commercial space for future use. Construction is anticipated to be completed in summer 2026 and the leasing process will begin soon after.

“Today’s groundbreaking at 3300 Mission proves what is possible when our City, neighborhood developers, and community come together around a mission to build affordable housing,” said District 9 Supervisor Hillary Ronen. “For years, private developers fell short of producing housing at this site that was once home to low-income neighbors and a legacy small business. Now, thanks to the work of our City, development partners, and considerable community support, Bernal Heights Neighborhood Center will have its first affordable housing project in almost 20 years!”

3300 Mission Street is a joint venture partnership between three Black-led organizations - Bernal Heights Housing Corporation (BHHC, the development affiliate of the Bernal Heights Neighborhood Center), Tabernacle Community Development Corporation (TCDC), and Mitchelville Real Estate Group (MREG). Supported by the Mayor's Office of Housing and Community Development’s capacity-building programs for emerging developers, the partnership draws upon MREG’s extensive affordable housing development experience along with BHHC and TCDC’s deep ties to the community.

"We believe everyone deserves a place to call home, and we are proud that 3300 Mission Street will help residents remain in San Francisco by providing more affordable housing. This project prioritizes the needs of future residents and the existing Bernal Heights community, which is why we have worked alongside our neighbors and business partners to bring the vision to life."

3300 Mission is financed through a combination of 9% Low Income Housing Tax Credits and local funding through the Mayor’s Office of Housing and Community Development. Initial funding for the acquisition of the property was provided by the San Francisco Housing Accelerator Fund (HAF). Local design and development partners include San Francisco-based firms Guzman Construction Group, BAR Architects, and Plant Construction Company.
