Most businesses that contract with the City of San Francisco must comply with the Equal Benefits Program (Article 131, formerly 12B).

This law requires the City to only contract with businesses that offer the same benefits to employees with domestic partners as employees with spouses.

To do business with the City, suppliers may need to comply with several other ordinances.

The Local Business Enterprise (LBE) Program helps small businesses compete for City contracts.

LBE certification is not required for bidding on City contracts or being a supplier, but it does help small businesses through the bidding process.
