Overview

This is the standard monthly public meeting held in person by the Sheriff's Department Oversight Board. Members of the Oversight Board will be present at this meeting in person. Members of the public are welcome to attend and observe the proceedings in person. With the exception of individuals with disabilities who require reasonable accommodations, only those members of the public who are physically present at the meeting will be permitted to offer public comments.

San Francisco Sheriff's Office Presentation (Informational)

Kelly Collins, Assistant Chief Attorney at the Sheriff’s Office, will deliver a presentation regarding an overview of policy management system, Lexipol.

Office of Sheriff's Inspector General Budget Presentation (Informational and Possible Action)

Nicole Armstrong, Chief Operating Officer at the Department of Police Accountability, will present the final budget for the Office of Sheriff's Inspector General and the Sheriff's Oversight Board for the fiscal years 2025-2026 and 2026-2027, which may result in a member vote.

Department of Police Accountability and the Office of Sheriff's Inspector General Report (Informational)

Marshall Khine, Chief Attorney at the Department of Police Accountability, will present DPA’s 2024 Fourth Quarter and Annual Statistics on investigations into complaints against sheriff deputies, highlights of DPA’s support for OSIG, and ongoing OSIG projects. Mr. Khine will also present a report summarizing former Inspector General Terry Wiley’s work as the Inspector General in 2024.

Recruitment of Sheriff's Inspector General (Discussion and Possible Action)

Discussion and potential action regarding a request for the Department of Human Resources to initiate the recruitment process for a new Sheriff’s Inspector General.

Appointment of Interim Sheriff's Inspector General (Discussion and Possible Action)

Discussion and potential action regarding the appointment of an interim Sheriff's Inspector General to oversee the Office of the Sheriff’s Inspector General until a permanent Inspector General is appointed.

Sheriff's Department Oversight Board 2024 Q4 Report (Discussion and Possible Action)

Discussion and potential action concerning the 2024 Q4 Report, which is scheduled for submission to the Sheriff and the San Francisco Board of Supervisors as mandated by San Francisco Charter 4.137 (b)(5). This report addresses the evaluations conducted by the SDOB, outreach initiatives, and the OSIG reports that have been submitted to the SDOB.

Sheriff's Department Oversight Board 2024 Annual Report (Discussion and Possible Action)

Discussion and potential action concerning the 2024 Annual Report, which is scheduled for submission to the Sheriff and the San Francisco Board of Supervisors as mandated by San Francisco Charter 4.137 (b)(5). This report examines the activities of the Board over the past year and its engagement with the Office of Sheriff’s Inspector General.

SDOB 2025 Priorities, Timelines, and Benchmarks (Discussion and Possible Action)

Discussion, evaluation, and potential action regarding the 2025 priorities, timeline, and benchmarks for the Sheriff’s Department Oversight Board.

Evaluation of Amendment to SDOB Rules of Order (Discussion and Possible Action)

Review the updated SDOB Rules of Order, specifically Rule 1.14(a) and Rule 1.14(b), which were approved on May 3, 2024, with an agreement to reassess in six months.

Language Access

Per the Language Access Ordinance (Chapter 91 of the San Francisco Administrative Code), Chinese, Spanish, and or Filipino (Tagalog) interpreters will be available upon request. Sheriff's Department Oversight Board hearings are held in Room 400 at City Hall, 1 Dr. Carlton B. Goodlett Place in San Francisco. City Hall is accessible to persons using wheelchairs and other assistive mobility devices. Ramps are available at the Grove, Van Ness and McAllister entrances.
