Overview

Members of the Homelessness Oversight Commission will attend this meeting in-person. Members of the public are invited to observe the meeting in-person or remotely online as described below. Members of the public attending the meeting in person will have an opportunity to provide public comment on every action or discussion item. In addition to in-person public comment, the Commission will hear up to 10 minutes of remote public comment on each action/discussion items, and during general public comment. The Commission will hear remote public comment on items in the order that commenters add themselves to the queue to comment on the item. Because of the 10-minute time limit, it is possible that not every person in the queue will have an opportunity to provide remote public comment. Remote public comment from people who have received an accommodation due to disability (as described below) will not count toward the 10-minute limit. Members of the public are encouraged to provide public comment via email. Send an email to bridget.badasow@sfgov.org by 5pm the day before the meeting to ensure your comment is received by the Commission in advance of the meeting.

Consent Calendar

10A) Requesting to amend the existing contract agreement with Episcopal Community Services for 1064-1066 Mission St, for the period of May 31, 2022-March 1, 2028 in an additional amount of $4,988,783. The addition of funds includes 2.75 additional performance years. The new amount is $9,941,748, which includes a 20% contingency of $997,757 on the FY 25-26 – FY 27-28 amounts.

10B) Requesting authorization to amend the existing grant with Episcopal Community Services (ECS) for the provision of ECS Master Lease Hotels for the period of January 1, 2021 to June 30, 2027, in an additional amount of $23,268,707. The addition of funds includes ongoing funding for two additional performance years and master lease increases for the Elm and Mentone sites. The new amount is $72,297,684, which includes a 15 percent contingency of $3,871,620 on FY 25-26, and FY 26-27 amounts.

10C) Requesting to amend the existing grant agreement with Five Keys Schools and Program for the Flexible Housing Subsidy Pool, Rapid Rehousing, and Emergency Housing Vouchers for the period of February 15, 2021 to June 30,2026, in an additional amount of $1,046,740, plus a 34% contingency for a revised amount of $6,000,000

10D) Requesting review and approval to enter into a new contract agreement with Bayview Hunters Point Foundation for Community Improvement for Bayview Navigation Center for the period of July 1, 2025 to June 30, 2027 in the amount of $9,989,926 which includes a 13% contingency.

10E) Requesting to amend the existing grant agreement with Homeless Prenatal Program, Inc for the Supportive Housing Assistance Readiness Efforts (SHARE) Subsidies Rapid Rehousing program for the period of July 1, 2021, to June 30, 2029, in an additional amount of $12,802,359, plus a 15% contingency for a revised amount of $22,627,326.

11A) Requesting review and approval to enter into a new contract agreement with WeHOPE for the provision of Monarch Non-Congregate Shelter for the period of 4/1/2025 – 6/30/26 in the amount of $6,461,542, which includes a 20% contingency. HSH Acting Manager of Shelters, Louis Bracco will present this item.

11B) The Department of Homelessness and Supportive Housing (HSH) Contracts team requests authorization to enter into a new grant agreement with Raphael House of San Francisco, Inc. (Raphael House) for the provision of Capital Improvements Program for the period of April 15, 2025 to June 30, 2026 in the amount of NTE $350,000. HSH Acting Manager of Shelters, Louis Bracco will present this item.

11C) Requesting review and approval to enter into a new contract agreement with Five Keys Schools and Programs for the provision of Adante Non-Congregate Shelter for the period of 4/1/2025 - 3/31/2027 in the amount of $9,717,520, which includes a 0% contingency. 11D) Requesting review and approval to enter into a new grant agreement with Westside Community Mental Health Center for the provision of Sober Independent Living Transitional Housing Pilot Program for the period of 4/7/2025 - 6/30/2027 in the amount of $9,300,000, which includes a 20% contingency. HSH Director of Outreach and Temporary Shelters, Lisa Rachowicz will present this item.

The San Francisco Homelessness Oversight Commission acknowledges that we are on the unceded ancestral homeland of the Ramaytush Ohlone who are the original inhabitants of the San Francisco Peninsula. As the indigenous stewards of this land and in accordance with their traditions, the Ramaytush Ohlone have never ceded, lost, nor forgotten their responsibilities as the as the caretakers of this place, as well as for all peoples who reside in their traditional territory. As guests, we recognize that we benefit from living and working on their traditional homeland. We wish to pay our respects by acknowledging the Ancestors, Elders, and Relatives of the Ramaytush Ohlone community and by affirming their sovereign rights as First Peoples.
