The Sheriff’s Oversight Board of the City and County of San Francisco met in regular session on Friday, September 6, 2024, with President Julie D. Soo presiding.
President Soo called the meeting to order at 2:12 pm.
President Soo thanked SFGovTV for recording and televising the meeting on Cable Channel 26.
ROLL CALL AND PLEDGE OF ALLEGIANCE
On the call of the roll. Board Members Afuhaamango, Brookter, Carrion, Palmer, and Soo, were noted present.
A quorum of the Board was present.
Member Palmer, seconded by Member Brookter moved to excuse Members Nguyen and Wechter. Having no objections, the motion passed unanimously.
President Soo led the Board Members and the audience in the pledge of allegiance to the flag of the United States of America.
ANNOUNCEMENTS
Dan Leung, Commission Secretary, welcomed members of the public to attend board meetings and provide public comment in-person, by email at sdob@sfgov.org, or by US Postal mail addressed to the Office of the Inspector General, 1 South Van Ness Ave, 8th Floor, San Francisco, CA 94103; and noted that in person comment was limited to 2 minutes with General Public Comment taken at the end of the meeting.

ADOPTION OF MEETING MINUTES
There were no discussion or requests for corrections from any Board Members June 6, 2024, Regular Board Meeting Minutes.

Member Carrion, seconded by Member Brookter, moved to approve the June 6, 2024, Regular Board Meeting Minutes, as presented. The motion carried the following vote following public comment:
Ayes: Afuhaamango, Brookter, Carrion, Palmer, Soo
Nays: None
APPROVED.

Priscilla Portillo and Maria Reynoso presented on victim services including victim rights when serving victims of crime in San Francisco.

NOMINATIONS AND ELECTION OF OFFICERS
Inspector General Terry Wiley recognized and presented President Soo and Vice President Carrion with certificates of appreciation from the Office of the Inspector General for their hard work and dedication to the Board for the 2023 – 2024 year.
PUBLIC COMMENT:
There was no public comment.
Member Palmer, seconded by Member Carrion, nominated Julie Soo for reelection to the office of President of the Board. The motion carried the following vote after public comment:
AYES: Afuhaamango, Brookter, Carrion, Palmer, Soo
NAYS: None
Member Soo has been reelected as President of the Board for the 2024-2025 year.

Member Carrion, seconded by Member Afuhaamango, nominated Member Brookter for Vice President of the Board. The motion carried the following vote after public comment:
AYES: Afuhaamango, Brookter, Carrion, Palmer, Soo
NAYS: None
Member Brookter has been elected Vice President of the Board for the 2024-2025 year.
PUBLIC COMMENT:
Paul Henderson, Executive Director of the Department of Police Accountability, thanked President Soo and Vice President Carrion for their work in moving the Sheriff’s Department Oversight Board and forward after the rough start of the first year of the Board.

Rani Singh, Chief Counsel for the Sheriff’s Office, thanked the Board, Inspector General Wiley, DCA Jana Clark, and congratulated President Soo and Vice President Elect Brookter and stated she was looking forward to working with them in the coming year.

Inspector General Terry Wiley gave a monthly report from the Office of the Inspector General and the 2nd quarter, including meeting with stakeholders, jail visits, and community engagement.

Joshua Jacobo, congratulated Member Soo and Member Brookter on their election, commented on the recent in custody death of Aamonte Hadley, thanked IG Wiley for responding to him, and spoke of jail conditions.

Marshall Khine, Chief Attorney at the Department of Police Accountability, presented on the investigations that DPA performed on Sheriff’s investigations for Q2 and acknowledged Chief Investigator Brent Begin.
