The Sheriff’s Oversight Board of the City and County of San Francisco met in regular session on Friday, October 4, 2024, with President Julie D. Soo presiding.
President Soo called the meeting to order at 2:05 pm.
President Soo thanked SFGovTV for recording and televising the meeting on Cable Channel 26.
ROLL CALL AND PLEDGE OF ALLEGIANCE
On the call of the roll. Board Members Carrion, Nguyen, Palmer, Soo, and Wechter were noted present. Member Brookter arrived at 2:20 p.m. after notifying the secretary of his delayed arrival.
A quorum of the Board was present.
Member Carrion, seconded by Member Palmer moved to excuse Members Afuhaamango. Having no objections, the motion passed unanimously.
President Soo led the Board Members and the audience in the pledge of allegiance to the flag of the United States of America.

President Soo informed the Board and the public about upcoming community events and stressed to the Board that a quorum of members should not attend these events.
Dan Leung, Board Secretary, welcomed members of the public to attend board meetings and provide public comment in-person, by email at sdob@sfgov.org, or by US Postal mail addressed to the Office of the Inspector General, 1 South Van Ness Ave, 8th Floor, San Francisco, CA 94103; and noted that in person comment was limited to 2 minutes with General Public Comment taken at the end of the meeting.
At the request of Member Wechter, the Board took a moment of silence in remembrance of Aamonte Hadley, who passed away at the San Francisco County Jail.

Rudy Corpuz, the founder and executive director of United Playaz, shared about his experiences and the establishment of United Playaz, as well as its impact on the community. Jasar, Jason and Everett, members of United Playaz shared on the impact Rudy and United Playaz had on their lives.

Thierry Fill says we are all victims of miseducation, and we need to raise the level of thinking to critical thinking and responsibility.
Joshua Jacobo thanked IG Terry Wiley for hosting the town hall in the Mission and the conversation to bridge the gap between the community and the work that the OIG does. He thanked Rudy for the impactful work his organization does and emphasized the importance of it.

Inspector General Terry Wiley gave a monthly report from the Office of the Inspector General including attending community events, jail visits, and community engagement.

PUBLIC COMMENT:
Lucero Herrera, interim site director at the Young Women’s Freedom Center, wanted to talk about and advocate for the women she represents at CJ2. We need to do better as a whole for those who are incarcerated in the jails including providing the needed services, improve the conditions, and to come up with solutions and not just speak about reform.
Thierry Fill said the City should grow its own food in the parks with community ambassadors.

President Soo led the discussion on the SDOB 2024 Q2 report with comments from Members Palmer, Wechter, and Brookter.

Member Carrion, seconded by Member Brookter, moved to approve the Sheriff’s Department Oversight Board 2024 Q2 Report, with the amended/additional language “the recommendation highlight the persistent staffing shortage and outdated technology”. President Soo to amend the 2024 Q2 Report. The motion carried the following vote following public comment:

President Soo recognized Kelly Collins, counsel for the Sheriff’s Office.
President Soo facilitated the discussion regarding upcoming agenda items, incorporating insights from Members Brookter and Wechter. The proposed future agenda items encompass jail health, with a focus on nutrition, a presentation from the Department of Public Health concerning addiction, the establishment of priorities for 2025, an item for member reports, a presentation by Amarik Singh, and evaluations from the Department of Human Resources.
