A quorum of the Board was present.
President Wechter proposed to move Line Item 6 Presentation by Department of Police Accountability (DPA) to follow Line Item 3 Recruitment of Inspector General with no opposition from remaining board members.

RECRUITMENT OF INSPECTOR GENERAL
Kate Howard from the Department of Human Resources (DHR), appearing remotely, gave a presentation on recruitment and selection of an Inspector General (IG) including use of DHR resources and/or outside recruiting firms.
Member Brookter thanked Ms. Howard for the presentation that covered the inquiries from the September 24, 2022, meeting.
Questions posed by board members Afuhaamango and President Wechter with responses by Ms. Howard.
Presentation by Phil Eure and Richard Rosenthal, both appearing remotely, about best practices and their experience recruiting and hiring an Inspector General and establishing an Office of Inspector General.
Questions by board member Afuhaamango to and responses by Mr. Eure. Mr. Rosenthal also provided responses. Board member Brookter thanked both Mr. Eure and Mr. Rosenthal and asked questions to both presenters.
[At this point WebEx audio and reception ceased to operate] Therefore, no responses to Member Brookter’s questions were received.
President Wechter stated neither Phil Eure nor Richard Rosenthal would be applying for the Inspector General position so there would be no conflict of interest.
Given the technical difficulties, Deputy City Attorney Clark suggests moving to different agenda item.

Chief Jue of the San Francisco Sheriff’s Office (SFSO) introduces Alissa Riker, SFSO Director of Programs to present on programs at the Sheriff’s Office.
President Wechter interrupted Ms. Riker to return to Mr. Eure and Mr. Rosenthal, due to the time difference on the east coast. President Wechter conferenced in both Mr. Eure and Mr. Rosenthal on his cell phone to continue their presentation.

Given that WebEx did not come back online, the board was unable to take public comment in adherence to the Sunshine Ordinance.
The board shall discuss scheduling a supplemental meeting prior to the regularly scheduled meeting on December 2, 2022, to complete today’s agenda items.
The board having no recourse, moved to adjourn the meeting prematurely.
Motion to adjourn by member Brookter, seconded by board member Palmer.
No objections.
