ADOPTION OF MINUTES

Motion to adopt the Meeting Minutes from the February 3, 2023, meeting by Member Soo, seconded by Vice President Carrion.

RECRUITMENT OF INSPECTOR GENERAL

Paul Greene and Benjamin Richey from the Department of Human Resources (DHR) appeared to present the job announcement for Inspector General and answered questions from the board.

Discussion and questions by President Wechter.

Motion to adopt the recommended job description with the change to 5 years of management experience and 2 years of management experience by President Wechter. Seconded by Member Afuhaamango.

Comments and discussion by Vice President Carrion, President Wechter, Members Afuhaamango, and Soo.

PUBLIC COMMENT: None

After comments and discussion, Member Afuhaamango rescinds/withdraws the second on the motion to adopt the recommended job description with 5 years of experience and 2 years of management experience. Having no second on the motion, the motion is moot.

Motion to adopt the job description as provided with the exclusion of the NACOLE credential provision given that there is a best practice with references in the job description, by Vice President Carrion, seconded by Member Soo.

NACOLE (NATIONAL ASSOCIATION FOR CIVILIAN OVERSIGHT OF LAW ENFORCEMENT) CODE OF ETHICS

Motion to adopt the NACOLE Code of Ethics by President Wechter. (Motion is improper as line item was previously tabled and there was no motion to take the line item off the table)

Point of clarification by Vice President Carrion. Vice President Carrion moves to remove this item from the agenda. President Wechter responds.

Discussion by Vice President Carrion, Members Afuhaamango, Brookter, Soo, and Nguyen.

President Brookter seconds Vice President Carrion’s motion to remove this line item from the agenda.

PRESENTATION BY KATHERINE LEE

Katherine Lee appeared remotely to present on her experience as former Director of Police Accountability and Berkeley Police Commission Officer.

Ms. Lee responds to questions by Member Soo, Vice President Carrion, and President Wechter.

PUBLIC COMMENT:
Francisco DeCosta, by phone, “I have attended several of your meetings and I understand you are looking forward to hire an inspector general. We are the city and county of San Francisco; we are not just the city of San Francisco; we are the city and county of San Francisco. I see in the comments, I may be wrong, but I feel that it is very important to read our charter. So far, I have participated in a lot in these meetings. The San Francisco Police Department and the Sheriff’s department has failed us San Franciscans miserably. And the standard I use, quality of life issues. All our streets are pandemonium, in our jails is pandemonium.” (at the 30 second warning, caller did not say anything further).

SHERIFF’S CHIEF REPORT

Sheriff Paul Miyamoto appeared and presented on the Sheriff’s Office strategic plan and goals, proposed budget submission for FY 23-24 and FY 24-25, and recruitment summary and strategy including videos on administering Narcan/Naloxone and SFSO recruitment.

Questions and comments by President Wechter, Members Soo, Brookter, Palmer and Vice President Carrion.

PUBLIC COMMENT:
Francisco DeCosta, by phone, “I have been listening to all of you. I was wondering how are you going to have the Sheriff if you have the ability to do a needless assessment? For example, we were supposed to demolish 850 Bryant, that is not a jail that meets any standards. In the slides, nothing was shown about San Bruno jail. Nothing was shown about the General Hospital. Nothing much about our courts. Our sheriff’s also work for the San Francisco Public Utilities Commission helping them. So, you commissioners, what experience do you all have to help the Sheriff? He is understaffed with very little resources. So how you are going to help the Sheriff? I’ve been monitoring this situation for 40 years. I had a very good relationship with Michael Hennessey, he was there forever but a very good man. A very good relationship with Ross Mirkarami. This Sheriff, I haven’t met him personally, I think he knows me, but I haven’t met him personally, a very honorable person, very caring. But my question to you commissioners, how are you all individually going to help the Sheriff’s Department? Because anybody can ask some questions as if you all work for the public defender’s office. How are you going to uplift the Sheriff? I want to know that. I’m listening to your comments. I have a blog. I am going to mention that in my blog. And finally, we had a president of the board, who challenged a cadet, called him the n word. How does that impress young men and women to join the Sheriff’s Department? My name is Francisco DeCosta. I am the director of Environmental Advocacy. I also represent the first people of this San Francisco, the Ohlone. Thank you very much.”

The acting secretary reminded the board of the time and asked if they wanted to continue the Media Policy. President Wechter asked Deputy City Attorney for advice. There was no motion to continue. Discussion commenced. The Media Policy was not formally called, however, there was open discussion.
