ROLL CALL, WELCOME, AND INTRODUCTION

PRESENT: Board members Wechter, Nguyen, Brookter, Soo, Afuhaamango
ABSENT: Board members Palmer, Carrion
A quorum of the Board was present in person. Each board member present gave a brief introduction.
 

Sheriff Paul Miyamoto of the San Francisco Sheriff’s Office (SFSO) introduced and gave brief remarks.
 

Director Paul Henderson of the Department of Police Accountability (DPA) introduced, gave brief remarks, introduced DPA Chief of Staff Sarah Hawkins who also gave brief remarks.
 

Deputy City Attorney (DCA) Jana Clark from the City Attorney’s Office introduced and presented board and commission authority in general and restrictions of boards and individual members and gave a presentation on charter section 4.102, the San Francisco District Attorney’s Good Government Guide, and charter section 4.137.
 

PUBLIC COMMENT:
Joanna Hernandez, parent of an incarcerated individual in San Francisco County jail, iterated the importance of this commission and asked about community input for the Inspector General (IG) position wherein DCA Clark replied the IG process would be discussed in a public meeting.
 

Tracy Gallardo, from the office of Board of Supervisor (BOS) President Walton, thanked the board for its commitment to this body, thanked Director Henderson and Sheriff Miyamoto and offered support to the board.
 

William Palmer, board member, called in and gave a brief introduction.
 

Xochitl Carrion, board member, called in and gave a brief introduction.
 

Carolyn Goosen, local public policy director at the SF Public Defenders Office, called in and thanked the board, and said this oversight board was a long time coming, really needed, and important when it comes to oversight of the jails for people with mental illness, transgender, transgender non-conforming, mothers and fathers with young children, seniors and many vulnerable people inside the jails. To ensure they are treated with respect and dignity is so important for the city, and their office, and looks forward to what the board can do.

RESOLUTION MAKING FINDINGS TO ALLOW TELECONFERENCING MEETINGS UNDER CALIFORNIA GOVERNMENT CODE SECTION 5493 (E)


DCA Clark presented and explained the resolution.
 

PUBLIC COMMENT: None
 

Motion by board member Wechter, seconded by board member Brookter.
 

PUBLIC COMMENT:
Xochitl Carrion, board member on the phone, requests clarification of appearing remotely and voting rights. DCA Clark replies per AB361, only members with Covid related reasons may appear remotely.
 

Vote to adopt resolution:
AYES: Afuhaamango, Wechter, Nguyen, Soo, Brookter

NOMINATION AND ELECTION OF OFFICERS

Open discussion by board members Brookter, Wechter, Soo.
 

Board member Brookter nominated himself for President Pro Tem.
 

DCA Clark gives advice on motions and action items.
 

Board member Soo moves to hold over election to next meeting when all members are present and makes a motion for board member Brookter to be President Pro Tem, seconded by board member Nguyen.
 

PUBLIC COMMENT: None
 

Vote to continue elections:
AYES: Afuhaamango, Wechter, Nguyen, Soo, Brookter
NAYS: None
Approved 5-0
 

Vote for Board member Brookter for President Pro Tem:

President Pro Tem Brookter thanked the board for voting him as President Pro Tem and recognizes the knowledge and wisdom of the board members to get through the meetings and will meet with fellow board members to ensure they accomplish what they need to as a body.

RULES OF ORDER/BY-LAWS

President Brookter asks DCA Clark if this agenda item should be approved or put over to the next meeting. DCA Clark stated this was not an action item and not to be adopted today and stated she presented samples of other board rules of orders/by-laws to all board members.

RECRUITMENT OF INSPECTOR GENERAL

DCA Clark shared her experience in the hiring of the juvenile probation chief.
 

Open discussion by President Brookter, board members Soo, Wechter, Afuhaamango, with responses by DCA Clark.
 

Board member Wechter requests information from Director Henderson on the hiring of the chief. DCA Clark reminds Board member Wechter the topic raised was not on the agenda, and they could speak about this offline.
 

PUBLIC COMMENT:
Tracy Gallardo, from the office of BOS President Walton, speaks on the salary for the IG and says that it was defined by the Mayor’s budget office.

FUTURE AGENDA ITEMS AND SCHEDULING REGULAR MEETING

Open discussion by President Brookter and board members Wechter and Soo.
 

Board member Wechter requests a report on staffing, access to educational programs, media policy for gaining entry to the jails; requests information from the DPA statistics of sheriff’s investigations and record of lawsuits against the Sheriff’s Office.
 

Board member Soo requests statistics by numbers instead of percentages and also requests severe cases be elevated as opposed to non-urgent issues.
 

President Brookter spoke of the date and time of future meetings
 

PUBLIC COMMENT:
Joanna Hernandez, parent of an incarcerated individual in San Francisco County jail, spoke of language access and forms and materials in other languages and the relationship of sub-contractors.
 

Xochitl Carrion, board member on the phone, spoke about the recruitment of the inspector general and transparency with guidance from the City Attorney.

GENERAL PUBLIC COMMENT

News reporter, (name not clear), called in and requests that meetings remain live for members of the press to cover the meetings.
 

President Brookter recognizes that today is the board’s first meeting and says technical difficulties would be handled and fixed at the next meeting and thanked the public for their public comments.

All members present were in favor and stated AYE, no NAYS.
