Members Present:       Ovava Afuhaamango, Dion-Jay Brookter, Xochitl Carrion, Michael L. Nguyen, William Palmer II, Julie Soo, and Jayson Wechter

 

The Sheriff’s Oversight Board of the City and County of San Francisco met in regular session on Friday, April 5, 2024, with President Julie D. Soo presiding. 

President Soo called the meeting to order at 2:07 pm

President Soo thanked SFGovTV for recording and televising the meeting on Cable Channel 26.

ROLL CALL AND PLEDGE OF ALLEGIANCE

On the call of the roll. Board Members Afuhaamango, Brookter, Carrion, Nguyen, Palmer, and Soo, were noted present. Member Wechter arrived at 2:10 pm.

All Members were present. 

President Soo led the Board Members and the audience in the pledge of allegiance to the flag of the United States of America. 

ANNOUNCEMENTS

President Soo announced that the amendment to SF Charter Section 4.137 has been put on hold and due to late noticing, the Amendment of SDOB Rules of Order will only be discussion today; vote on any motions will be at the next meeting.

Dan Leung, Board Secretary, welcomed members of the public to attend board meetings and provide public comment in-person, by email at sdob@sfgov.org, or by US Postal mail addressed to the Office of the Inspector General, 1 South Van Ness Ave, 8th Floor, San Francisco, CA 94103; and noted that in person comment was limited to 2 minutes with General Public Comment taken at the end of the meeting.

ADOPTION OF MEETING MINUTES

There were no discussion or requests for corrections from any Board Members on the March 1, 2024, Regular Board Meeting Minutes. 

Member Carrion, seconded by Member Brookter, moved to approve the March 1, 2024 Regular Board Meeting Minutes, as presented. The motion carried the following vote following public comment:

Ayes: Afuhaamango, Brookter, Carrion, Nguyen, Palmer, Soo

Nays: Wechter

PUBLIC COMMENT: None.

INSPECTOR GENERAL REPORT

Inspector General Terry Wiley from the Office of the Inspector General, gave a report on Q1 for the Office of the Inspector General.

Questions from Members Carrion, Soo, Brookter, Wechter, Afuhaamango, Nguyen, and Palmer. 

PUBLIC COMMENT: 

Terry Fill expressed concerns about where the budget was coming from. 

Chris Kline expressed concerns about altering public records and data collection and presented the board with an email about the Homeward Bound Program for Individuals. 

Joshua Jacobo, interim chair for the Latino Task Force reentry committee, expressed concerns on the continued lockdown at the jails and it affecting programs and service providers ability to provide services.

SAN FRANCISCO SHERIFF’S OFFICE (SFSO) PRESENTATION

Board member and Sheriff Deputy Michael L. Nguyen presented on his recent completion of Field Training Officer (FTO) certification. 

Questions from Members Carrion, Soo, Brookter, and Wechter.

Chief Jue introduced Captain Sanford and Chief Ramirez who would be presenting for the Sheriff’s Office this afternoon.

Captain Sanford, presented on recruitment, academy process, ongoing training, and the junior deputy program. 

Questions from Members Soo, Wechter, Carrion, Palmer, and Brookter. 

Chief Ramirez presented on peer support, working conditions, deputy safety, and resources for the physical and mental wellbeing of SFSO employees. 

Questions from Members Soo, Carrion, Brookter, and Wechter.

PUBLIC COMMENT: 

Joshua Jacobo expressed that the culture of the Sheriff’s Department and all policing is just as important as everything else we are talking about, and that wellness is crucial across all departments.

DEPARTMENT OF POLICE ACCOUNTABILITY PRESENTATION

Marshall Khine, Chief Attorney at the Department of Police Accountability, presented on the importance of separate criminal and administrative investigations and the safeguards to ensure that one investigation does not compromise the other. 

Due to time constraints, the Board invited Chief Khine to the next meeting to answer questions from the Board on the DPA presentation presented this afternoon.

President Soo recognizes Margaret Baumgartner, Chief Counsel for the Sheriff’s Office, on her retirement and extends the Board’s appreciation for her service. 

There being no further business and no objection from any Member, the Board adjourned at the hour of 4:53 p.m.
