Timeline

Recology has submitted an application for increases to San Francisco's refuse rates. The Refuse Rates Administrator is reviewing the submission and will recommend proposed refuse rates to the City's Refuse Rate Board for consideration for approval. The information, public comments and objections submitted on the form are subject to public records retention and disclosure, and copies will be provided to the Refuse Rate Board and be considered by both the Board and the Controller's Office of Refuse Rates Administration. Updated refuse rates are slated to go into effect on October 1st, 2025, pending the completion of Refuse Rate Board deliberations and their final action(s) taken. The opportunity to file a formal Proposition 218 Protest will be provided once proposed rates are submitted to the Refuse Rate Board for their deliberations in May, June, and July (if needed).

Proposed Rate Increase

SF Recology Companies are proposing an average increase in collection rates of 18.18% in RY 2026, 7.53% in RY 2027 and 3.86% in RY 2028. As a component of those rates, SF Recology Companies are also proposing to increase the tipping fee at RSF by 10.07% in RY 2026, 6.27% in RY 2027 and 5.74% in RY 2028.

These rate increases will allow the SF Recology Companies to maintain and improve services that help keep San Francisco clean and work towards achieving the City’s climate action goals. This rate application also includes the investments needed to sustain and enhance San Francisco’s world-class waste diversion programs.
