Mayor Lurie Breaks Ground On New, 100% Affordable Housing For Mission Families
Casa Adelante – 1515 South Van Ness will offer 168 new homes for low-income families and families exiting homelessness
SAN FRANCISCO – Mayor Daniel Lurie today broke ground on Casa Adelante – 1515 South Van Ness, a new, 100% affordable housing building in the Mission district. Located within the Calle 24 Latino Cultural District—which is intended to preserve, enhance and advocate for Latino cultural continuity, vitality, and community—Casa Adelante – 1515 South Van Ness will provide 168 permanently affordable rental homes, including 120 apartments serving households earning between 25% to 80% of the area median income (AMI), 42 subsidized apartments designated for families exiting homelessness, and five affordable apartments designated for low-income HIV positive households.
Mayor Lurie has already taken bold steps to build housing and help families who are, or are at risk of, experiencing homelessness. Last month, he unveiled his “Breaking the Cycle” plan to fundamentally transform the city’s health and homelessness response, enabled by the Fentanyl State of Emergency Ordinance that passed 10-1 by the Board of Supervisors in February. He also partnered with Tipping Point Community to launch the Family Homelessness Prevention Pilot with a $11 million investment aimed at providing more accessible and coordinated support to families on the brink of homelessness. And earlier this month, he presented his “Family Zoning” plan to update the city’s 50-year-old zoning laws and ensure the next generation of San Franciscans can afford to raise their children in the city.
“We must urgently build more housing to make sure the next generation of San Franciscans can afford to raise their kids here,” said Mayor Lurie. “Casa Adelante brings 168 units of 100% affordable housing to the Mission—opening doors for families who need it most. I’m grateful to the civic leaders, community advocates, and private partners who made this possible and helped move San Francisco forward.”
Owned and occupied by McMillan Electric Company until 2015, the 1515 South Van Ness site was originally permitted in 2016 for market-rate housing development. Casa Adelante – 1515 South Van Ness, one of ten new, 100% affordable housing projects that have broken ground in the Mission since 2018, is located within a short distance of several schools and healthcare facilities and is served by several MUNI bus lines, as well as the 24th Street Mission BART station less than half a mile away.
“I am thrilled to break ground on this 100% affordable housing project that will include 168 units with on-site supportive service spaces,” said District 9 Supervisor Jackie Fielder. “The Mission continues to be a neighborhood that not only demands 100% affordable housing, but it also gets the housing built. I appreciate the partnership with Chinatown Community Development Corporation (CCDC) Mission Economic Development Agency (MEDA), MOHCD, the community, and my predecessor, Supervisor Ronen for all of their work to ensure we have an additional 168 new homes for low-income families, families exiting homelessness, and HIV positive households."
San Francisco-based nonprofits Mission Economic Development Agency (MEDA) and Chinatown Community Development Center (CCDC) are leading the project’s development. In addition to community spaces for residents, Casa Adelante – 1515 South Van Ness will serve as the future home of Nuevo Sol Day Laborer and Domestic Worker Center and a new head start childcare center operated by Wu Yee Children's Services. The project is adjacent to Casa Adelante – 1296 Shotwell, an affordable senior housing building also developed by MEDA and CCDC.

This project reflects our place-based strategy for housing stabilization in the Mission District and opens pathways to economic mobility for families, individuals, and small businesses. It’s a testament to what’s possible when community vision is honored and funders invest in innovative, community-rooted developments that strengthen neighborhoods for generations to come.”
"Chinatown CDC is proud to once again partner with the Mission Economic Development Agency and the Mayor's Office of Housing and Community Development on this incredible project at 1515 South Van Ness—the largest affordable housing development in the Mission in two decades,” said CCDC Executive Director Malcolm Yeung. “This milestone is the result of years of strong community advocacy. More than just housing—it brings vital resources like a Wu Yee Head Start center, support services for day laborers, and creates an intergenerational campus alongside the affordable senior housing developed by Chinatown CDC and MEDA right next door. This is what's possible when communities of color are trusted and resourced to build what they know their neighborhoods truly need."
The $167.7 million project was financed by the Mayor’s Office of Housing and Community Development (MOHCD) and the California Department of Housing and Community Development (HCD) through the Multi-Family Housing Program (MHP), with additional financing provided by the federal Low-Income Housing Tax Credit (LIHTC) program.
The construction of Casa Adelante – 1515 South Van Ness will be overseen by a joint venture between Guzman Construction Group and Marinship, both certified local minority-owned contractors. Additional local development partners include David Baker Architects, Y.A. Studio, and Armando Vasquez, Architecture + Construction Management. Construction is expected to be completed in early 2027.
