What to know
This program was for:
Some businesses that were open and located within the Moscone-area security zone during APEC, November 11-17, 2023 may have been eligible for a reimbursement grant for business operating expenses.
Grant amounts:
Up to $10,000: Storefront businesses location in the GREEN US Secret Service-designated “Local Traffic Only” zone
Up to $15,000: Storefront businesses located within the RED US Secret Service-designated “Controlled Pedestrian Traffic” zone
If awarded, grant awards are taxable income. SF New Deal will provide you payment on behalf of the City and County of San Francisco. They will also provide you a Form 1099.
Application timeline:
June 21, 2024: Applications open
July 22, 2024, 5:00 PM: Application deadline
We are no longer accepting applications.
Grants can reimburse for the following operational expenses:
Employee wages, rent, utilities, and/or vendor and inventory expenses

Receive information about the grant
This grant is by invitation only, to potentially eligible businesses along the specified blocks around the Moscone Center.
We will reach out to you directly by email, phone, and in-person outreach. The invitation will include a direct link to apply online.
If you think you are eligible but haven't received information after the program opens, you can email sfosb@sfgov.org and we will assist you.
Technical assistance is available in multiple languages.
This grant is only for small businesses between 2nd Street and 5th Street; and east of Market Street until Harrison.
Businesses on Market Street or within the SF Centre are not eligible.
Who is eligible?
Your business:
- Must be located inside the Moscone area security zone during APEC:
- Between the 2nd Street and 5th Street; and east of Market Street until Harrison. Businesses on Market Street or within the SF Centre are not eligible.
- Experienced disruption to normal business operations due to APEC (November 11-17, 2023)
- Was operational and open to the public during APEC
- If you chose to temporarily close during APEC, you are still eligible
- If your business opened to the public after November 11, 2023, you are not eligible
- If your business ceased operations before November 11, 2023, you are not eligible
- Must be registered in San Francisco
- Your registration must be current when you apply
- Your business must have been registered prior to the start of the APEC conference on November 11, 2023
- Moscone-area location must have $5 million or less in gross annual revenue
- Must have an average of 100 or fewer employees
- Operates from a physical commercial location, selling goods and/or services to the public from that location. For example:
- A restaurant, café, retail shop, gallery, salon, dental office, childcare center, or similar is eligible
- Businesses with 11 or more locations worldwide (formula retail) are not eligible
- Independently owned franchises are eligible
- Nonprofits are only eligible if:
- The location must have lost revenue during APEC
- For example, a non-profit that sells tickets to the public to visit its location is eligible.
- They are current with the Registry of Charitable Trusts
- The location must have lost revenue during APEC
Businesses not eligible:
- Those on Market Street or within the SF Centre
- Offices
- Mobile businesses
- Real estate and property management businesses
- A non-profit that doesn’t generate earn revenue from their Moscone-area location
- Home-based businesses
- This includes the management of residential rental properties

The Moscone-area APEC small business grant is a one-time program that was approved by the Board of Supervisors after advocacy from elected officials, community, and business leaders.
This is one-time only and not an ongoing grant program from the Office of Economic and Workforce Development (OEWD).
Submission of an application does not guarantee funding. Funding will be determined in the City’s sole discretion.
