    Overview

    This is the regular in-person monthly public meeting of the Sheriff's Department Oversight Board. Members of the public are invited to attend the meeting virtually or in person to give public comment.

    Agenda

    1. In Memoriam (Informational)

      The Board recognizes and commemorates Los Angeles County Deputy Sheriff Ryan Clinkunbroomer, End of Watch - September 16, 2023, at approximately 6 pm.

    2. Adoption of Minutes (Action)

      Review and approve the Minutes from the Sheriff’s Department Oversight Board Regular Meeting held on September 1, 2023.

    3. Recruitment of Inspector General (Discussion and Possible Action)

      The Department of Human Resources will appear to give an update on the applicants and the Board will go into closed session to discuss the interview process.

    4. Public Comment on Closed Session

      Public comment on all matters pertaining to Item 5 below, Closed Session.

       

    5. Closed Session on Public Employee Appointment/Hiring (SF Admin Code 67.10(b)) (Discussion and Possible Action)

      Inspector General, position established by SF Charter section 4.137 to head the Office of the Inspector General.

    6. Vote to Disclose Discussion on Closed Session (Action)

      Vote to elect whether to disclose any or all discussions on Item 5, held in Closed Session (San Francisco Administrative Code Section 67.12(a)).

    7. Presentation by the Department of Police Accountability (DPA) (Informational)

      Continued presentation on submission of 2021 and 2022 yearly statistics regarding complaints against SFSO received or handled by the DPA.

    8. San Francisco Charter Section 4.137 (Discussion and Possible Action)

      Discussion and possible action on any potential changes to the SF Charter Section 4.137

    9. NACOLE Code of Ethics (Discussion and Possible Action)

      Consideration of removing previously tabled agenda item from the table for a vote on adopting the NACOLE (National Association for Civilian Oversight of Law Enforcement) Code of Ethics.

    10. Future Agenda Items (Discussion and Possible Action)

      The public is now welcome to address the Board on items that did not appear on this afternoon's agenda but are within the subject matter jurisdiction of the Board. Speakers shall address the Board as a whole and not to individual board members, Department, or SFSO personnel.

    Know Your Rights Under the Sunshine Act

    Government's duty is to serve the public, reaching its decisions in full view of the public. Commissions, boards, councils, and other agencies of the City and County exist to conduct the people's business. This ordinance assures that deliberations are conducted before the people and that City operations are open to the people's review.     Per the Language Access Ordinance (Chapter 91 of the San Francisco Administrative Code), Chinese, Spanish, and or Filipino (Tagalog) interpreters will be available upon request. Meeting Minutes may be translated if requested after they have been adopted by the Commission. Assistance in additional languages may be honored whenever possible. To request assistance with these services please contact the Office of Inspector General at (v) 415.241.7711 at least 48 hours in advance of the hearing. Late requests will be honored if possible.

    Sheriff's Department Oversight Board hearings are held in Room 416 at City Hall, 1 Dr. Carlton B. Goodlett Place in San Francisco. City Hall is accessible to persons using wheelchairs and other assistive mobility devices. Ramps are available at the Grove, Van Ness and McAllister entrances. The closest accessible BART station is Civic Center Station. For information about SFMTA service, please call 311.
    Assistive listening devices, real-time captioning, American Sign Language interpreters, readers, large print agendas, or other accommodations are available upon request. Please make your requests for accommodations to the Police Commission at (v) 415.837.7070. Requesting accommodations at least 72 hours prior to the meeting will help to ensure availability.
