This is the regular in-person monthly public meeting of the Sheriff's Department Oversight Board. Members of the public are invited to attend the meeting virtually or in person to give public comment.

- General Public Comment
The public is welcome to address the Board regarding items that do not appear on this afternoon's agenda but are within the subject matter jurisdiction of the Board. Speakers shall address their remarks to the Board as a whole and not to individual Board Members or Department or SFSO personnel.
- Adoption of Minutes (Action)
Review, discuss, and approve the Minutes from the Sheriff's Department Oversight Board Regular Meeting held on June 2, 2023.
- Recruitment of Inspector General (Discussion and Possible Action)
Update from DHR on applications.
Presentation by Russell Bloom, Independent Police Auditor, Bay Area Rapid Transit and former member, Berkeley Police Commission
Further discussion by the board members on the recruitment of an Inspector General.
- NACOLE Code of Ethics (Discussion and Possible Action)
Consideration of removing previously tabled agenda item from the table for a vote on adopting the NACOLE (National Association for Civilian Oversight of Law Enforcement) Code of Ethics.
- Presentation by the San Francisco Sheriff's Office (SFSO) (Informational Item)
SFSO will appear to give reports on:
- inventory of technology: including a description of the database or other methods used by SFSO to track complaints and grievances
- availability of data
- availability of reports
- how readily available particular information is and the process:
- number of departments and personnel required to pull data
- examples of number of personnel hours to pull data for reports
- if data is hard to get, what and where are the delays and what improvements are needed
- report on recent deployment of deputies in the field
- Submission of SFSO Complaint Statistics by the Department of Police Accountability (Informational)
Submission of 2021 and 2022 yearly statistics regarding complaints against SFSO received or handled by the DPA, including:
- anonymized statistical data that includes the total number of complaints DPA received from the public and the SFSO
- the types of allegations
- the number of DPA’s open SFSO investigations
- the number of complaints returned to the SFSO for investigations
- DPA’s recommendations in all the cases it closed that year
- and demographic information such as the age, gender, ethnicity or occupation of all complainants and investigated uniformed SFSO members.
- Quarterly report to the Sheriff and the Board of Supervisors (Discussion and Possible Action)
Discuss SDOB evaluations and outreach during the second quarter of 2023.
- San Francisco Charter Section 4.137 (Discussion and Possible Action)
Discussion on any potential changes to the SF Charter Section 4.137.
- Summer Recess (Discussion and Possible Action)
Discuss and vote for Summer Recess for the month of August.

Government's duty is to serve the public, reaching its decisions in full view of the public. Commissions, boards, councils, and other agencies of the City and County exist to conduct the people's business. This ordinance assures that deliberations are conducted before the people and that City operations are open to the people's review. Per the Language Access Ordinance (Chapter 91 of the San Francisco Administrative Code), Chinese, Spanish, and or Filipino (Tagalog) interpreters will be available upon request. Meeting Minutes may be translated if requested after they have been adopted by the Commission. Assistance in additional languages may be honored whenever possible. Sheriff's Department Oversight Board hearings are held in Room 416 at City Hall, 1 Dr. Carlton B. Goodlett Place in San Francisco. City Hall is accessible to persons using wheelchairs and other assistive mobility devices. Ramps are available at the Grove, Van Ness and McAllister entrances. The closest accessible BART station is Civic Center Station. For information about SFMTA service, please call 311.
