Kyle Chan

Special Victims Project Director

Mayor's Office for Victims' Rights

Master of Social Work/ Associate Clinical Social Worker
Pupil Personnel Services Credential, PPSC

Kyle is passionate about supporting children, youth, and families in the Bay Area. Growing up in an immigrant family facing challenges like poverty, violence, and disabilities, he developed a strong desire to help others by empowering them to reach their goals and feel more in control of their lives.

With over 15 years of experience in social work, Kyle has worked closely with young people, offering therapy, crisis support, conflict resolution, community outreach, and case management. He has led support groups for students of all ages across different schools in San Francisco and has worked alongside families, school staff, and other service providers to create better care for youth.

For over 10 years, Kyle was a Program Director, overseeing Health and Wellness services at a community organization that helped low-income, at-risk youth and families. He has worked to make sure behavioral health and mental health services are accessible and culturally relevant to those who need them most. Kyle’s deep care for his community helps him understand and connect with the struggles of others. He is committed to creating a welcoming space at the Mayor’s Office of Victim Rights (MOVR), where everyone feels seen, heard, and supported.
