DHR Divisions
Administration, Finance, & Technology
We manage and optimize financial resources, oversee administrative functions, and implement technology solutions to support internal department operations.
Classification & Compensation
We put City job positions into categories, or classifications, and manage worker agreements and code related to pay.
Employee Relations
We negotiate with worker groups (labor organizations) on behalf of the City, and make sure all parties follow the rules in contracts. We also advise and help solve problems that come up.
Employment Services
We help people apply for City jobs and take care of hiring and testing. We also help with special projects, such as direct departmental HR support, leave management, and reasonable accommodations.
Equal Employment Opportunity (EEO) & Leave Programs
We consult with City departments on discrimination and harassment issues (including investigating Equal Employment claims) and offer related prevention and training. We also develop policies about managing the types of leave employees can take, and prepare reports about the workplace.
Health and Safety
We organize resources, complement current activities, and add new initiatives with a greater focus on employee engagement and injury and illness prevention.
Policy & External Affairs
We create, implement, and maintain personnel and workplace policies that uphold fairness, equity, and compliance within the City. We also manage records and media requests.
Workers’ Compensation
We take care of benefits for people who need worker's compensation after getting hurt or sick while working for the City, in compliance with state and local laws and regulations. We also work to make sure employees are safe at work by coordinating citywide safety and prevention efforts.
Workforce & Organizational Development
We help City workers learn new skills and develop professionally with an extensive curriculum of professional development. We also provide management training and facilitate team-building. We recruit new workers and coordinate the City's career pathway programs including apprenticeships, fellowships, and the ACE program.
