Learn About Environmental Notices

The following is a list of notices and requirements to be posted by the San Francisco County Clerk’s Office:

Notice of Determination (NOD)

  • Original signatures are required on both the Notice of Determination and No Effect Form from the Department of Fish and Wildlife
  • When filed with a No Effect Form from the Department of Fish and Wildlife, the County posting fee applies
  • When filed without a No Effect Form from the Department of Fish and Wildlife, the State and County posting fees apply

Notice of Exemption (NOE)

  • Original signatures are required
  • County posting fee is required

Notice of Preparation (NOP)

  • A NOP is issued to inform the public when the lead agency is in the process of preparing either a Draft Environmental Impact Report or a Mitigated Negative Declaration
  • The County posting fee is not required
  • Original signatures are not required

Notice of Completion (NOC)

  • A NOC is issued to inform the public when the lead agency has completed a Negative Declaration or Draft Environmental Report
  • The County posting fee is not required
  • Original signatures are not required

Notice of Public Hearing (NPH)

  • Normally issued to inform the public of a hearing date on a particular project
  • The County posting fee is not required
  • Original signatures are not required

Negative Declaration

  • All Negative Declaration filings are considered to be final negative documents unless otherwise indicated and are not accepted for filing without a Notice of Determination unless a Negative Declaration is Proposed or Mitigated

Proposed Negative Declaration (PND)

  • Original signatures are required
  • County posting fee is required

Environmental Impact Report (EIR)

  • Must be filed with a Notice of Determination (NOD)

Draft Environmental Impact Report (EIR)

  • Must be filed with a Notice of Intent (NOI), Notice of Public Hearing (NPH), Notice of Completion (NOC), Notice of Preparation (NOP)

Notice of Intent (NOI) (to adopt an EIR, ND, DRAFT EIR or MND)

  • Normally issued to inform the public of the hearing date of a particular project
  • Original signature is not required
  • County posting fee is not required

Notice of Availability (NOA)

  • County posting fee is not required

Initial Study

  • Must be filed with an Environmental Notice
