MOHCD/OCII Construction Cost Escalation Policy

To provide consistency across all projects in our respective affordable housing pipelines, and as part of our ongoing cost containment efforts, MOHCD and OCII are jointly agreeing to a standardized construction cost escalation rate across all projects being underwritten and presented for funding approval to the Citywide Affordable Housing Loan Committee. As of October 1, 2025, the rate of escalation is zero. MOHCD/OCII staff will review and update the rate quarterly based on market data and in consultation with the general contractor community. MOHCD Local Business Enterprise Program Guide

MOHCD is pleased to announce that we have replaced our previous “MOHCD SBE Program Guide” with a new "MOHCD LBE Program Guide" in an effort to direct more professional services and construction contracting work to SF-based local small businesses (“LBE’s”) rather than also benefiting small businesses located elsewhere in California (“SBE’s”).  The new Guide is more user-friendly to navigate, starting with Quick Start Guides that will give most interested parties all they need to know about LBE procurement, rather than having to read through the entire document to find relevant information.
