The CAPER represents the annual report of the City and County of San Francisco’s implementation of four major federal programs.

Notice of Public Hearing

The Mayor’s Office of Housing and Community Development (MOHCD), Office of Economic and Workforce Development (OEWD), and Department of Homelessness and Supportive Housing (HSH) invite you to join us for a public hearing.

We would like your input on the Draft 2025-2029 Consolidated Plan, Draft 2025-2026 Action Plan, and funding recommendations for fiscal year 2025-2026. This public hearing is part of the annual process to receive community input on funding recommendations and in accordance with the City’s Citizen Participation Plan for federal funding.

Time: 5:00 p.m.

Location: 1 South Van Ness Avenue, 2nd floor

Four in-person meetings, one in English, one in Cantonese, one in Filipino, and one in Spanish, will be held simultaneously. For interpretation in another language, American Sign Language (ASL), or for other accommodations, please contact frolayne.carlos-wallace@sfgov.org at least 72 hours prior to the public hearing. The site is wheelchair accessible.

The Consolidated Plan is a five-year strategic plan that serves as a planning document for San Francisco’s community development and affordable housing activities. The Consolidated Plan also serves as an application for federal funds under the following U.S. Department of Housing and Urban Development (HUD) formula grant programs: Community Development Block Grant (CDBG); Emergency Solutions Grant (ESG); HOME Investment Partnerships (HOME); and Housing Opportunities or Persons With AIDS (HOPWA). The strategies in the Consolidated Plan will be used to make funding decisions under these four federal programs as well as other funding sources administered by MOHCD.

The 2025-2026 Action Plan is the first-year implementation plan under the 2025-2029 Consolidated Plan. It outlines community development and affordable housing strategies and projects that will be supported with CDBG, ESG, HOME, and HOPWA funding sources that are administered by MOHCD, OEWD, and HSH, and with other funding sources that are administered by MOHCD, during the program year that starts on July 1, 2025 and ends on June 30, 2026.

The estimated amounts of funding that the City and County of San Francisco expects to receive from HUD for fiscal year 2025-2026 are as follows: CDBG - $18,000,000; ESG - $1,500,000; and HOME - $4,000,000. The City and County of San Francisco will receive an estimated $7,000,000 in HOPWA funding for San Francisco and San Mateo Counties. Please note that at the time of this notice, the 2025-2026 funding amounts for the four federal programs have not yet been issued by HUD.

The Draft 2025-2029 Consolidated Plan, Draft 2025-2026 Action Plan, and funding recommendations for fiscal year 2025-2026 will be available for review and comment for 30 days from March 11 through April 9, 2025.

The draft documents will be available electronically on the MOHCD website at sf.gov/mohcd , and OEWD website at sf.gov/oewd.

Members of the public who wish to provide feedback on the draft documents may do so at the March 18th public hearing or by submitting written comments on this on-line form https://forms.office.com/g/ikSYBXviiM.

The deadline for receiving written comments on the draft documents is Wednesday, April 9, 2025, at 5:00 p.m.

Notice of Availability of Draft 2023-2024 Consolidated Annual Performance and Evaluation Report

The Mayor’s Office of Housing and Community Development (MOHCD), Office of Economic and Workforce Development (OEWD), and Department of Homelessness and Supportive Housing (HSH) will make available the Draft 2023-2024 Consolidated Annual Performance and Evaluation Report (CAPER) for public review and comment from September 9, 2024 through September 23, 2024. The CAPER represents the annual report of the City and County of San Francisco’s implementation of the following four federal programs during program year 2023-2024, which covers the period of July 1, 2023 to June 30, 2024:

  • Community Development Block Grant (CDBG);
  • Emergency Solutions Grant (ESG);
  • HOME Investment Partnership (HOME); and,
  • Housing Opportunities for Persons With AIDS (HOPWA)

The Draft 2023-2024 CAPER will be available for review beginning Monday, September 9, 2024. The draft document will be available electronically on the MOHCD website at https://sfmohcd.org/, OEWD website at https://oewd.org/, and HSH website at http://hsh.sfgov.org/.
