Intent of this Request for Proposals (RFP)
By this RFP, the San Francisco Human Rights Commission (HRC) invites proposals from qualified organizations to implement innovative, community-driven initiatives that advance equity and cultural inclusion across San Francisco. This solicitation targets projects at the Service Area level—covering Focus Areas of Health & Well-Being, Workforce & Education Investment, Arts & Culture, and Safety & Inclusion—to dismantle systemic barriers and expand access to critical services. The goal is to empower historically marginalized communities through sustainable, measurable change.

Background
The HRC is dedicated to addressing long-standing disparities in health, education, economic opportunity, and cultural expression that affect communities across San Francisco. By investing in culturally responsive and community-led initiatives, the Commission aims to foster an inclusive environment where all residents can thrive. This RFP builds on the HRC’s commitment to social justice, leveraging focused programming to meet community-specific needs.
Programs Overview by Focus Area
Proposals should clearly align with one or more of the following Focus Areas:
- Focus Area 1: Health & Well-Being
Initiatives may include preventive health programs, mental and behavioral health support, food security measures, and housing stabilization services. - Focus Area 2: Workforce & Education Investment
Projects should address economic mobility through job training, educational enrichment, youth development, and early childhood education support. - Focus Area 3: Arts & Culture
Proposals should aim to preserve and promote cultural heritage, support creative industries, and enhance community engagement through the arts. - Focus Area 4: Safety & Inclusion
Initiatives under this focus area should enhance safety, legal advocacy, crisis intervention, and community empowerment for vulnerable populations.

Anticipated Grant Term
Grants awarded under this RFP will have a term of up to two (2) years, with an option for an additional one (1) year extension. Applicants selected for funding must be available to commence work on or after July 1, 2025. Actual grant terms may vary based on project scope and HRC’s discretion.
Available Funding
The maximum funding available for this RFP is up-to $19 million per year. Funding allocations and final contract budgets will vary by Focus Area and Service Area and will be determined by the scope of proposed services, project requirements, and the selection and award process.
