Consultant teams are required to have experience in the preparation of design and construction documents for similar projects and have experience working in and with the City of San Francisco.

Treasure Island Community Development (TICD) manages and issues contracts for the TI/YBI Development Project's physical construction and improvements, including:

- Demolition
- Construction
- Street installation
- Utility system installations
An objective of the development of Treasure Island is to create contracting opportunities for small business professionals.
The Jobs and Equal Opportunities Program (the "Jobs EOP") makes small business policies and participation goals for Covered Work, including:
- Employment
- Contract and economic development provisions
- Section - Participation Goals for SBE
Small Business Enterprise (SBE) Procedures
You must follow the SBE Procedures to compete for and participate in the development project.
