File a complaint with the Juvenile Probation Department

Follow the steps below to file a complaint about the Juvenile Probation Department or a Department Employee.

Probation

If your child is on probation, please first direct questions or complaints to the Director of Probation Services at 415-753-4416

Juvenile Justice Center

If your child is being held in the Juvenile Justice Center (in Juvenile Hall or the Secure Youth Treatment Facility), please first direct questions or complaints to the Director of Juvenile Facilities at 415-753-7514.

JJC Ombudsperson

If your child wishes to file a grievance about their treatment while in the San Francisco Juvenile Justice Center (JJC), Grievance Forms are available on every living unit. The JJC ombudsperson responds to all grievances within two business days.

OYCR Ombudsperson

The state Office of Youth and Community Restoration (OYCR) ombudsperson is an independent problem-solver responsible for investigating complaints in all juvenile justice facilities in California. Anyone can contact the OYCR Ombudsperson if they believe that a youth’s rights have been violated or ignored, or are concerned about the condition of the facility the youth is in. Youth Bill of Rights

The San Francisco Juvenile Justice Center adheres to the California Youth Bill of Rights, which summarizes the rights of all young people who are confined in a juvenile justice facility in California. The Youth Bill of Rights is posted on every living unit. Learn more on the OYCR website.

Prison Rape Elimination Act (PREA)

The goal of the Prison Rape Elimination Act (PREA), enacted by the United States Congress in 2003, is to eradicate prisoner rape in all types of correctional facilities. The San Francisco Juvenile Probation Department has a "zero tolerance" policy regarding sexual abuse in the Juvenile Justice Center. All sexual misconduct is strictly prohibited and may result in administrative sanctions and/or criminal investigation. This policy applies to residents, employees, volunteers, interns, and independent contractors who come into the facility.

We will respond to written complaints with a confirmation letter and assign the complaint to staff for investigation.

Once we have investigated your complaint, we will send a follow-up letter explaining outcomes from the investigation.
