      The San Francisco Arts Commission acknowledges that we are on the unceded ancestral homeland of the Ramaytush Ohlone who are the original inhabitants of the San Francisco Peninsula. As the indigenous stewards of this land and in accordance with their traditions, the Ramaytush Ohlone have never ceded, lost nor forgotten their responsibilities as the caretakers of this place, as well as for all peoples who reside in their traditional territory. As guests, we recognize that we benefit from living and working on their traditional homeland. We wish to pay our respects by acknowledging the ancestors, elders and relatives of the Ramaytush Community and by affirming their sovereign rights as First Peoples. Motion to approve Phase 1 and 2 of the architecture of the Chinatown Public Health Center with the following contingencies: art placement will be studied in tandem with public art staff, armature will not be visible if used, lighting as appropriate, characters that name the clinic be more human scale and are down lower on street level and will have bilingual version of English and Chinese. 

      6. Motion to approve Phase 2 Review of the Transbay Block 3 Park. 

      7. Motion to approve Phase 1 Review of the Japantown Peace Plaza Project with the following contingencies: the team investigate and propose a plan for lighting, paving, water element and the peace flame. 

      8. Motion to approve Phase 2 Review of the Sunol Valley Water Treatment Plant Ozonation Project. 

         

        Community Investments Committee Recommendations (October 18, 2022, link to agenda

      9. Motion to approve a $140,000 grant funded by the capital planning budget to the African American Art and Culture Complex (“AAACC”) to support the seismic renovation relocation activities at AAACC; and to authorize the Director of Cultural Affairs to enter into a grant agreement with AAACC not to exceed $140,000 at this time. 

      10. Motion to approve to amend grant agreement BVOH 23-26 to the Bayview Opera House Inc. (“BVOH”) (authorized by Resolution No. 0509-22-085) to increase the funds allocated to the sub-grantee under the grant, American Indian Cultural Center (“AICC”) by $300,000 for general operating support; for a new total for sub-grantee AICC of $436,255 and to authorize the Director of Cultural Affairs to enter into a grant agreement with BVOH, not to exceed $863,552 at this time. 

      11. Motion to approve a $300,000 grant to Bayview Opera House Inc. (“BVOH”) for funds allocated to the sub-grantee under the grant, American Indian Cultural Center (“AICC”) to support office and space renovations for programming for San Francisco artists; and to authorize the Director of Cultural Affairs to enter into a grant agreement with BVOH, not to exceed $300,000 at this time. 

      12. Motion to approve to approve a $340,000 grant agreement to the Mission Cultural Center for Latino Arts (“MCCLA”) to: 1) add $140,000 in funds from the capital planning budget to support seismic renovation relocation activities at MCCLA, 2) add $200,000 in funds to support seismic renovation relocation activities at MCCLA; and to authorize the Director of Cultural Affairs to enter into a grant agreement with MCCLA not to exceed $340,000 at this time. 

      13. Motion to approve recommendations to award 14 Special Project Grants, funded by District Supervisor Add-Backs and Mayoral enhancements, to the following organizations and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for amounts not to exceed the following at this time: 

            

        1. District 3 – Chinese Culture Foundation of San Francisco, $150,000 over one year to support a Public Art process for AAPI artwork in Portsmouth Square and the Chinatown Public Health Clinic. 

            

        2. District 5 – First Voice Inc., $15,000 over one year to support online Japanese American Storytelling. 

            

        3. District 5 – Anne Bluethenthal & Dancers, $40,000 over one year to support Theater in Tenderloin SROs. 

            

        4. District 8 – Burnside Mural + (Fiscal Sponsor: San Francisco Parks Alliance) $28,000 over one year to support the Glen Park Burnside Mural and Tiled Stairway. 

            

        5. District 8 – Theatre Rhinoceros Inc., $20,000 over one year to support Community Theater in the Castro. 

            

        6. District 8 – Frameline Inc., $50,000 over one year to support a Lesbian, Gay, Bisexual, Transgender, Queer (LGBTQ) Film Festival. 

            

        7. District 8 – New Conservatory Theater Center, $75,000 over one year to support health and wellness theater programming in schools. 

            

        8. District 8 - Center for Asian American Media, $25,000 over one year to support Asian Pacific Islander (API) Youth Media and Performance. 

            

        9. District 10 – Bayview Opera House Inc.,$150,000 over two years to support Space for Community Events. 

            

        10. Citywide – Gay, Lesbian, Bisexual, Transgender Historical Society, $200,000 over two years to support Lesbian, Gay, Bisexual, Transgender, Queer (LGBTQ) Services. 

            

        11. Citywide — First Voice Inc., $50,000 over one year to support Asian American Artists. 

            

        12. Citywide — International Indian Treaty Council, $35,000 over one year to support Native American Events Honoring Native American History. 

            

        13. Citywide – San Francisco Historical Society, $50,000 over one year to support a Historical Museum.   

           

        14. Citywide - Circuit Network, $40,000 over one year to support a Night of Ideas Curation. 



          Visual Arts Committee Recommendations (October 19, 2022, link to agenda)

          Action 

      14. Motion to approve Our Story: Past, Present, and Future. We Honor Our Elders, a mural design by Monica Canilao, Xara Thustra, and Gaia Weise. The mural will be installed at 145 Eddy St. in District 6. The mural measures approximately 17 ft. by 21 ft. The project is funded by Grants for the Arts, Zellerbach Foundation, and Horizons Foundation. The artwork will not become part of the Civic Art Collection. 

      15. Motion to approve City in a Garden, a mural design by Amos Goldbaum. The murals will be installed on the Virginia Walk retainer wall at 311-319 Virginia Ave. in District 9. The mural installation will consist of 10 murals ranging in size from 2 ft. by 9 ft. 5 in. to 6 ft. by 10 ft. 8 in. The project is funded by a Community Challenge Grant. The artwork will not become part of the Civic Art Collection. 

      16. Motion to authorize the Director of Cultural Affairs to enter into two contracts in the amount not to exceed $1,000,000 for as-needed fine art services agreement with Atthowe Fine Art Services. 

      17. Motion to approve artist Mark Baugh-Sasaki and proposal for the Ocean Beach Climate Change Adaptation Public Art Project, as recommended by the artist review panel. 

      18. Motion to authorize the Director of Cultural Affairs to enter into a contract with Mark Baugh-Sasaki for an amount not to exceed $300,000 for the design, engineering, fabrication, transportation and installation consultation of an artwork for the Ocean Beach Climate Change Adaptation Project. 

      19. Motion to approve the Revised Design Phase deliverables (updated design) by Susan Narduli for the San Francisco Police Department Traffic Company and Forensic Services facility. 

      20. Motion to approve as installed the completed artworks titled Yangge: Dance of the New Year, 2022, and Yangge: Dance of the Bride, 2022 by Yumei Hou for the Central Subway Chinatown-Rose Pak station. The artworks are installed on the station’s south mezzanine landing and north ticketing hall walls, and consist of laser-cut, painted stainless steel panels. The artwork on the mezzanine landing measures 35 ft. by 16 ft. and the artwork in the ticketing hall measures 34 ft. by 27 ft. 

      21. Motion to approve as installed the completed artwork titled A Sense of Community, 2022, by Clare Rojas for the Central Subway Chinatown-Rose Pak station. The artwork, measuring 34 ft. by 14 ft., is installed in the station’s crosscut cavern and consists of ceramic tiles. 

      22. Motion to approve as installed the completed artwork titled Promissory Notes, 2022, by Mildred Howard for the Southeast Community Center at 1550 Evans. The artwork, installed in the Center’s main entrance plaza, consists of three bronze sculptures measuring 14, 16, and 18 feet in height. 

      23. Motion to approve as installed the completed artwork titled Building a Better Bayview, 2022, by Phillip Hua for the Southeast Community Center at 1550 Evans. The artwork is installed in the Center’s main lobby and consists of hand-painted and gold-leafed acrylic prints in wooden box frames of varying depths. The artwork measures 41 ft. by 10 ft. 

      24. Motion to approve as installed the completed artwork titled Navigating The Historical Present: Bayview-Hunters Point, 2022, by Kenyatta A. C. Hinkle for the Southeast Community Center at 1550 Evans. The artwork is installed in the Center’s Alex Pitcher Pavilion, consists of dye-sublimated aluminum panels, and measures 61 ft. by 13 ft. 

      25. Motion to approve as installed the Two-Dimensional Artwork Program for the Southeast Community Center at 1550 Evans. The program features 37 individual artworks by 27 artists and is installed on the Center’s 2nd and 3rd floors. 

      26. Motion to approve the final design of Nancy Cato’s artwork for the Southeast Treatment Plant Construction Fence along Evans Avenue. Artwork will be on display for one year beginning in November 2022.

    1. Agenda items will normally be heard in order. Please note, that on occasion a special circumstance may necessitate that an agenda item be taken out of order. To ensure that an agenda item is not missed, it is advised to arrive at the beginning of the meeting. All agenda changes will be announced by the Chair at the top of the meeting. 

    2. Public comment will be taken before or during the Committee’s consideration of each agenda item. Each speaker will be allowed to speak for the time allotted by the Chair at the top of the meeting or up to three (3) minutes.
