Doris Padilla
Deputy Director
Division of Emergency Services
Doris has spent over 15 years in public service for the City and County of San Francisco.
As a graduate intern, Doris joined DEM in 2010, researching community resilience, engaging neighborhood groups and nonprofits in preparedness and capacity-building work. During her tenure at DEM, she served as a Community Outreach Specialist and Exercise Coordinator.
In 2019, Doris left to join the San Francisco Human Services Agency as the Disaster Preparedness and Response Director. In this role, Doris was tasked with strengthening HSA's ability to lead and respond to mass care and human services emergencies. She oversaw disaster preparedness activities and response efforts. In February 2020, she coordinated the COVID-19 response at the HSA Department Emergency Operations Center. In July 2020, she was selected to lead the Human Services Branch at the San Francisco COVID Command Center, where essential shelter, food, and homeless services were coordinated.
As an emergency manager, Doris believes that building and fostering relationships between government and community is critical to building resilience, and effectively providing human-centered emergency response for all San Franciscans.
Doris is a Bay Area native and a first-generation Latina. She has a Bachelor of Arts in Chicano Studies and Political Science from UCLA and a Master of Public Administration from San Francisco State University. Doris is a nature-lover, a gardener, and a biker.
