Andrew Holcomb is the Emergency Medical Services Director at the San Francisco Emergency Medical Services (EMS) Agency, which serves as the designated Local EMS Agency (LEMSA) for the City and County of San Francisco under the Department of Emergency Management. LEMSA staff are responsible for planning, implementing, and evaluating the EMS System in an oversight and regulatory capacity.

Since 2010, Andrew has been a paramedic and worked in various rural and urban EMS settings. Before joining the San Francisco Department of Public Health in 2017, Andrew worked as a flight paramedic and preceptor. While working as a paramedic, Andrew served as the California air medical safety chair traveling the country in support and development of air medical and patient safety programs. Andrew has volunteered with local, state, and federal canine search and rescue teams.

After working in various roles at the EMS Agency, Andrew became the Acting EMS Director in 2021 and EMS Director in 2022 under DEM. Andrew led significant EMS planning and response efforts for a variety of planned and unplanned events such as extreme weather, COVID-19 pandemic, and the 2023 Asia-Pacific Economic Cooperation Summit. Andrew has deployed to incidents, such as the Tubbs Fire and Hurricane Florence, in support of other jurisdictions.

Andrew holds a Bachelor's Degree in Emergency Medical Care Administration and Master’s Degree in Safety, Security, and Emergency Management both from Eastern Kentucky University. Andrew is a San Francisco resident and enjoys spending time with his two dogs (Bali and Summit) and swimming, biking, or running in the City.
