Differences between state and City Stay Home orders in reopening businesses

When there is a difference between State and Local guidance, the stricter order takes precedence. SF is considering reopening some businesses for curbside pickup starting May 18.
May 07, 2020

San Francisco residents and businesses have made tremendous sacrifices to flatten the curve and protect community health. We need to continue to work together so those sacrifices don’t go to waste.

The San Francisco Bay Area Health Orders currently in effect through May do not permit curbside pickup from non-essential businesses. The Governor’s guidance on Thursday spell out the state’s expectations.

However, it is important to remember that the rule of thumb is whichever order is more restrictive will take precedence.

We are working very hard to find ways to reopen more businesses and activities safely, while sustaining the progress we have made.

Next steps for reopening businesses in San Francisco

If progress continues on reducing the spread of COVID-19, the City anticipates allowing some businesses to do storefront pickup as soon as Monday, May 18.

The first round of businesses include:

  • Bookstores
  • Florists
  • Music and record stores
  • Hobby, toy, and game stores
  • Home furnishings and home goods
  • Cosmetics and beauty supply
  • Arts supplies stores
  • Musical instrument and supplies stores
  • Sewing, needlework, and piece goods stores

The Department of Public Health (DPH) will be developing guidelines for businesses that are consistent with the statewide guidelines. The San Francisco Health Officer will continually review whether modifications to the Order are justified and will adjust the Order as needed.
