San Francisco, CA -- Mayor London N. Breed and Bay FC, the new women’s professional soccer franchise representing the Bay Area in the National Women’s Soccer League (NWSL), announced today at a joint press conference the plans for the location of Bay FC’s new permanent training facility on Treasure Island. The franchise considered dozens of locations in the last year before signing a letter of intent with San Francisco.
The new training facility builds on the redevelopment efforts already underway and overseen by the Treasure Island Development Authority within the City Administrator’s Office, and the master developer Treasure Island Community Development, led by Wilson Meany.
Both Treasure Island and Yerba Buena Island are being transformed into an environmentally sustainable new 21st-century San Francisco neighborhoods, in the middle of San Francisco Bay, to include 8,000 new homes of which 2,200 will be affordable units, 300 acres of parks, trails and open spaces, with new restaurants and shops, and public art installations.

The training facility will be privately financed and expand and accelerate Treasure Island’s development and the sports programming already planned for further redevelopment of the island. The initial plans include three core training fields and sporting facilities on eight and a half acres of the 40 acres already earmarked for sports use. The remaining land earmarked for sports use will continue to be utilized by those already using it for youth sports.
Built and created specifically for women athletes, Bay FC’s world-class training facility will be one of a few purpose-built training facilities for women’s sports in the United States and home to Bay FC’s players, coaches, and football operations staff. Bay FC’s facility will be designed to complement the existing and planned youth recreational facilities on the island and further enhance it as a youth sports destination for soccer clinics, additional community activities, and more for the entire Bay Area.

More About Mayor Breed’s Work to Transform Treasure Island
At 8,000 total units, Treasure Island represents a tenth of the City’s housing production goals. The project has made significant progress in the last number of years towards the completion of the first stage of construction - nearly 1,000 homes are open or near completion, along with parks and utilities, public art, new streets, and ferry service.
Currently in the first stage of redevelopment, there are nearly 1,000 homes now open or near completion, with new parks, world-class public art, ferry service, new streets, and by 2025, approximately 1,208 market-rate and affordable housing units will be completed, including 307 affordable units, 788 rental units and 420 condominiums, such as:
- Completed: The Bristol, 124 market rate with inclusionary affordable condominiums on Yerba Buena Island (40% sold)
- Completed: Maceo May Apartments, 105 affordable rental units for homeless and formerly homeless veterans on Treasure Island (fully occupied)
- Completed: The Townhomes and Flats on Yerba Buena Island (sales starting this spring)
- Completed: Star View Court, 138 units of affordable housing by Catholic Charities on Treasure Island
- Completed: Isle House, 250 rental apartments with 24 inclusionary units (leasing starting in June 2024)
- Under construction: 490 Ave. of the Palms, 148 condominiums on Treasure Island
- Under construction: Hawkins, 178 rental apartments on Treasure Island
A package of Mayor Breed’s legislation co-sponsored by Supervisors Matt Dorsey and Rafael Mandelman to amend and update the Treasure Island/Yerba Buena Island project agreements were unanimously approved by the Board of Supervisors and signed into law in May of this year. The key element of the legislation was a fiscal measure to accelerate public revenue into the project to enable Stage 2, the next major development phase, to proceed without delay. The legislation makes a number of updates to the project agreements to modernize and improve processes without reducing the community benefits package.
Bay FC plans to break ground on the state-of-the-art facility in 2025 and operate out of the facility in its 2027 season, pending final approval of the San Francisco Board of Supervisors, and will continue to play its regular season matches at PayPal Park in San Jose. Groundbreaking, and more announcements regarding the training center will come in 2025.
