There are special requirements to develop land at Hunters Point Naval Shipyard.

If you are developing land at Hunters Point Naval Shipyard you may need to meet special requirements to protect the community and the environment. If your project will disturb soil on any Hunters Point Naval Shipyard parcels, you need to apply to the Article 31 Program.

We will work with you to make sure your project meets health and safety requirements. Once your application has been processed, we will contact you to let you know what plans and reports you need. If you are not sure, email HCArticle31-HPS@sfdph.org to find out.

We will let you know which plans and reports you need to submit for your project:

  • Disposal Plan
  • Dust Control Plan
  • Environmental Health and Safety Plan
  • Evaluation for Lead-Based Paint in Soil
  • Foundation Support Pile Installation Plan
  • Property Summary Report
  • Serpentinite Cover Plan
  • Site Evaluation Report
  • Soil Import Plan
  • Unexpected Conditions Response Plan
  • Additional reports

4. Submit your building permit application

We'll review your documents and let you know if you need to make any changes. We will give you an Article 31 Approval Letter, letting you know you have met the pre-construction requirements.

5. Submit a closure report

After construction, you must submit a closure report to get a signed Temporary Certificate of Occupancy (TCO).
