Request for Information #146 Potential Non-Congregate Shelter Sites
The City and County of San Francisco Department of Homelessness and Supportive Housing invites interested property owners and authorized representatives to submit information to assist the City in identifying suitable properties for non-congregate shelter sites.
Non-congregate shelter is an emergency shelter type that provides private sleeping units or rooms for individual households experiencing homelessness rather than a shelter than serves multiple households in a common space such as a dormitory.
Potential sites can include, but are not limited to, tourist hotels, residential Single-Room Occupancy and authorized representatives willing to enter into a direct lease with the City and/or a lease with a City-funded non-profit organization that operates shelters.

- Deadline for written questions: Thursday, March 7, 2024, end of day
- Answer and clarifications posted: Monday, March 18, 2024
- Deadline to submit proposals: Thursday, May 16, 2024, by 2:00 pm
- Intent to award notification: Summer 2024
- Agreement commences: Fall 2024

From the date this solicitation is issued until the date the competitive process of this solicitation is completed (either by cancellation or award), Proposers and their subcontractors, vendors, representatives and/or other parties under Proposer’s control, shall communicate solely with the Contact whose name appears in this Proposal.
Any attempt to communicate with any party other than the Contact whose name appears in this Proposal, including any City official, representative or employee, is strictly prohibited. Failure to comply with this communications protocol may, at the sole discretion of City, result in the disqualification of the Proposer or potential Proposer from the competitive process. This protocol does not apply to communications with the City regarding business that is unrelated to this Proposal.
