Commissioner Victor Qiu is a law student at U.C. Law San Francisco, where he is a Mayor George R. Moscone Scholar for public service. He is a San Francisco native and is an active member in the community. Victor volunteers with local nonprofit organizations to conduct culturally and linguistically competent outreach to ensure immigrants and newcomers have access to family services they need to thrive. During the pandemic, he assisted limited-English speaking immigrants with their applications for social security, food stamps, and other government benefits.

In recognition of his community service and advocacy, Victor was recognized by his peers with a U.C. Law San Francisco Social Justice Achievement Award. He is also a recipient of a Congressional Certificate of Recognition. Victor graduated with a B.A., cum laude, in Political Science and a Master of Public Administration with highest honors from the University of Southern California. Before law school, Victor served as a legislative intern in the U.S. House of Representatives in Washington, D.C.



Victor was appointed in 2023 by Mayor London Breed.
