Born and raised in Seattle, Washington, Chelsea completed her Bachelor of Arts from the University of California, Davis, and majored in Economics. Following undergrad, Chelsea interned at the City and County of San Francisco with the Office of Supervisor Katy Tang. While Chelsea was interning, she also worked as a lifeguard at the City College of San Francisco and Chinatown YMCA.

Chelsea completed her Juris Doctor from the Seattle University School of Law. While at Seattle University, Chelsea interned at the University of Washington Federal Tax Clinic and externed under Professor Paul Holland

To add, Chelsea volunteered for a pop-up Domestic Violence Protection Order Clinic, a new project that was launched by Seattle University Family Law Professor Deidre Bowen to assist domestic violence survivors to file protection orders during the COVID-19 lockdown. After graduating law school, Chelsea honed her legal skills through clerkships with family law and personal injury firms. Prior to joining the city, she worked as an Assistant Aquatics Director and coached various high school swim teams.

Chelsea is fluent in Mandarin. Her hobbies include bodybuilding and walking around the neighborhood.
