Rate change process
The Development Impact Fee Register is adjusted yearly and becomes effective at the beginning of the year on January 1, in accordance with San Francisco Planning Code Article 4, Section 409b.
The Controller’s Office annually increases the applicable fees by 2%. The Mayor’s Office of Housing and Community Development (MOHCD) determines the applicable annual increase for the affordable housing fee rate, up to 2% annually. Other agencies (e.g. SFUSD and SFPUC) are responsible for determining applicable increases to fees under their purview.
Development Impact Fees are assessed based on the impact fee rates in effect at time of Final Approval. Provisions within Ord. 187-23 and 193-23 also allow for reduction of impact fees in certain cases and for projects to defer payment of some impact fees until time of first occupancy.

Background
The City of San Francisco imposes development impact fees on new or proposed development projects to pay for all or a portion of the costs of providing public services to the new development. For example, the burden on the transit system created by a new office building is offset through the payment of an impact fee used to improve MUNI.
The fees are assessed by the Planning Department and collected by the Department of Building Inspection.
