Employers in San Francisco County who are experiencing widespread layoffs or closures can use the Rapid Response services provided by the Office of Economic and Workforce Development (OEWD). Rapid Response orientations give companies the chance to give affected workers important tools that can speed up their return to work and make this difficult transition easier.
OEWD partners with the CA Employment Development Department (EDD) and other agencies to inform your employees about services that can help them after a layoff. Orientations include the following resources:
- Job search, training, and other career assistance programs
- Information about local job centers
- Help with applying for unemployment insurance
- Health and retirement benefit resources
Schedule a rapid response orientation
Our team will meet with you to talk about your needs, help you avoid layoffs so you can keep valued employees, and offer immediate on-site services to help people who are losing their jobs. We also give your employees access to professional advice, outplacement services, and options for retraining.
The members of our Rapid Response Orientation team are:
- The OEWD Rapid Response coordinator
- Representatives from EDD's Workforce Services team
- A representative from the San Francisco Job Centers
- A certified Covered California agent
- US Department of Labor, Employee Benefits Security Administration Benefits Advisor

Comply with the WARN Act
The California Worker Adjustment and Retraining Notification (WARN) Act requires covered employers to give a 60-day notice to employees affected by plant closings and mass layoffs, as well as State and Local representatives.
Employers with 75 or more full-time or part-time employees are subject to the California WARN Act. Read more information about the General Provisions of the Federal and California WARN Laws on the EDD website.
