    3. BOS File 240982 – Disability Access Improvements for Places of Public Accommodation (Discussion and Action Item)

      The Commission will discuss and may take action on an ordinance amending the Building, Administrative, and Public Works Codes to remove the local requirement for existing buildings with a place of public accommodation to have all primary entries and paths of travel into the building accessible to persons with disabilities or to receive a City determination of equivalent facilitation, technical infeasibility, or unreasonable hardship; and affirming the Planning Department’s determination under the California Environmental Quality Act.

    4. BOS File 240926 – Fee Elimination and Administrative Provisions (Discussion and Action Item)

      The Commission will hear and possibly take action on an Ordinance amending the Business and Tax Regulations Code, Administrative Code, Health Code, Police Code, and Public Works Code to make the following changes if the voters approve Proposition M in the November 5, 2024, election: 1) eliminate certain fees beginning in 2026, and 2) increase the gross receipts threshold from $2,500,000 to $5,000,000 for reductions to annual curbside shared spaces fees beginning in 2026; and to make the following additional changes regardless of whether the voters approve Proposition M: 3) extend indefinitely the waiver of business location and device fees for businesses with taximeter devices; 4) extend indefinitely the suspension of the registration certificate and fee requirements for taxi drivers and drivers for transportation network companies; 5) authorize the Tax Collector to collect certain additional license fees on the unified license bill; and 6) amend the delinquency date and penalty provisions and add interest provisions relating to license fees collected on the unified license bill.

    5. Approval of Draft Meeting Minutes (Discussion and Action Item)

      The Commission will discuss and possibly take action to approve the draft 9.23.24 meeting minutes. 

    6. General Public Comment (Discussion Item)

      Allows members of the public to comment generally on matters that are within the Small Business Commission’s jurisdiction but not on today’s calendar, and suggest new agenda items for the Commission’s future consideration.

    7. Director's Report (Discussion Item)

      Update and report on the Office of Small Business and the Small Business Assistance Center, department programs, policy and legislative matters, announcements from the Mayor, and announcements regarding small business activities.

    8. Commissioner Discussion and New Business (Discussion Item)

      Allows President, Vice President, and Commissioners to report on recent small business activities, make announcements that are of interest to the small business community, and make inquiries of staff. Allows Commissioners to introduce new agenda items for future consideration by the Commission.

    Commission hearings are held in Room 400 at City Hall, 1 Dr. Carlton B. Goodlett Place in San Francisco (unless otherwise noted). City Hall is wheelchair accessible. Remote public participation is available upon request for individuals who cannot attend in person due to disability. Making a request to participate remotely no later than 72 hours prior to the start of the meeting helps ensure availability of the meeting link. Sign Language Interpretation is also available upon request. 

    If requesting remote Sign Language Interpretation, please submit an accommodation request a minimum of 72 business hours prior to the start of the meeting. Allowing a minimum of 72 business hours for all other accommodation requests (for example, for other auxiliary aids and services) helps ensure availability.     Per the Language Access Ordinance (Chapter 91 of the San Francisco Administrative Code), Chinese, Spanish and or Filipino (Tagalog) interpreters will be available upon requests. Meeting Minutes may be translated, if requested, after they have been adopted by the Commission.  Assistance in additional languages may be honored whenever possible. To request assistance with these services please contact the Commission Secretary, Kerry Birnbach, kerry.birnbach@sfgov.org at least 72 hours in advance of the hearing. Late requests will be honored if possible.
