      I. MINUTES   (Action)



      A. March 2022 Minutes      Subcommittee Chair Avalos     5 min

      The Subcommittee will review and vote on whether to approve draft Minutes.

      Proposed Action: Vote to approve Subcommittee Minutes.

    2. II. OLD BUSINESS DISCUSSION/ACTION

      A. NAVIGATION CENTER SOCs   Subcommittee Chair Avalos   10 min

          The Subcommittee will discuss next steps regarding the implementation of Standards of Care taking into account provision of food at Navigation Centers.

      Explanatory documents - Proposed Navigation Center Standards of Care Public Comment will be heard before any proposed action.

      Proposed Action: Vote to recommend revised SOCs.

      B. RESOLUTION                    Member Plunkett                  10 min

          The Subcommittee will discuss and vote on whether to move the draft resolution calling for data methodologies that accurately count people of color.

      Explanatory document - Proposed Resolution

      Public Comment will be heard before proposed action.

      Proposed Action: Vote to put the resolution to the full Committee for a vote.

    3. III. NEW BUSINESS DISCUSSION/ACTION

      A. NAVIGATION CENTER INSPECTIONS Subcommittee Chair Avalos 15 min

           The Subcommittee will look at resources (Members) available and decide whether to recommend that (a) the full SMC vote to proceed with six inspections based on the 3rd element of the Navigation Center Implementation Plan that was approved by the Subcommittee on December 17, 2019; or (b) to inspect all shelters, including Navigation Centers, six times per year as called for by Sec. 20.304 (a) of the San Francisco Municipal Code.

      Public Comment will be heard before any proposed action.

      Proposed Action: Vote to recommend next steps to the full Committee.

      B. TRAINING FOR SHELTER STAFF Member Watson 10 min

          The Subcommittee will discuss ways to promote professionalism of shelter staff and consider what proposals would be appropriate for the full Committee to consider.

      Public Comment will be heard before any proposed action.

    4. IV. PUBLIC COMMENT

          Members of the public may address the Committee on items of interest to the public that are within the subject matter jurisdiction of the Committee for up to three minutes. With respect to an action item [denoted by “Proposed Action” after the agenda item] on the agenda, members of the public may address the Committee for up to two minutes at the time such item is called. With respect to a discussion item [denoted by “Discussion”] on the agenda, members of the public may address the Committee for up to one minute at the time such item is called. Members of the public may only speak once per agenda item. Public comment will be taken on each item being considered by the Committee prior to any action or vote. Those who comment may submit a written summary (up to 150 words) of their remarks to assist staff in the compilation of the meeting minutes.
