Public Review of and Comment on San Francisco’s Proposed Uses of CDBG, ESG and HOPWA CARES Act Funds

The U.S. Department of Housing and Urban Development (HUD) has allocated the following funds to the City and County of San Francisco under the Coronavirus Aid, Relief, and Economic Security (CARES) Act to help prevent, prepare for and respond to the impacts of the global COVID-19 pandemic:



•    $10,972,734 in supplemental Community Development Block Grant (CDBG) funding;

•    $5,501,459 in supplemental Emergency Solutions Grant (ESG) funding; and,

•    $1,028,483 in additional Housing Opportunities for Persons With AIDS (HOPWA) funding.

The Mayor’s Office of Housing and Community Development (MOHCD) is making two documents available for public review and comment from June 8, 2020 to June 12, 2020. 

1.    An Amendment to San Francisco’s 2020-2021 Action Plan will include the proposed uses of the supplemental funding provided by HUD to San Francisco under the CARES Act.

2.    An Amendment to San Francisco’s Citizen Participation will allow MOHCD to implement an expedited public participation process in accordance with HUD guidelines.

The 2020-2021 Action Plan is the first-year implementation plan under the 2020-2024 Consolidated Plan. It outlines community development and affordable housing strategies and priorities that will be supported with HUD funding and other funding administered by MOHCD during the program year that starts on July 1, 2020 and ends on June 30, 2021. HUD requires that the plan be amended to incorporate the new CARES Act funding and its proposed uses.

The Citizen Participation Plan sets forth policies and procedures that MOHCD has adopted to encourage citizen involvement regarding the use of HUD funding sources, including CDBG, ESG and HOPWA. In its implementation of the CARES Act, HUD has allowed San Francisco to establish an expedited public participation process in the Citizen Participation Plan in order to quickly prevent, prepare for and respond to the COVID-19 pandemic. 

The Amendment to the 2020-2021 Action Plan and Amendment to the Citizen Participation Plan are available for review. Due to the current shelter in place order, hard copies of these documents will not be available.

Members of the public who wish to provide feedback on the documents may do so by submitting written comments to gloria.woo@sfgov.org. The deadline for receiving written comments is Friday, June 12, 2020, at 5:00 p.m.
