Announcement: Notice of Funding Availability and Requests for Proposals Issued February 2023

The San Francisco Mayor’s Office of Housing and Community Development has issued a number of funding opportunities for qualified nonprofits and community-based organizations.

The San Francisco Mayor’s Office of Housing and Community Development (MOHCD) has issued a number of funding opportunities for qualified nonprofits and community-based organizations, including a Notice of Funding Availability (NOFA) for capital improvements for existing nonprofit-owned rental housing, and multiple Request for Proposals (RFP) for community-serving programs and services. 

MOHCD has a responsibility to maintain transparency in its processes. This open and competitive process is utilized throughout the City for the allocation of public funds. MOHCD is committed to providing as much clarity as possible during this process. Live virtual pre-submission webinars will be offered for every funding opportunity where staff will provide an overview of the NOFA/RFP process, including eligibility criteria and application instructions.

Notice of Funding Availability (NOFA) 

Acquisition, Predevelopment, and Construction Financing for New Affordable Educator Housing 

This funding is intended to support the acquisition, predevelopment and construction funding for sites suitable for the development of new, permanent affordable housing for San Francisco Unified School District (SFUSD) and San Francisco Community College District (SFCCD) employees. The funds may be used for either homeownership or rental housing projects. 

MOHCD will make predevelopment loans in 2023, with target construction start dates no later than 2025, lease up to be completed no later than 2026, and sales to be completed no later than 2029. MOHCD anticipates selection of at least two projects under this NOFA.

Existing Nonprofit-Owned Rental Housing Capital Repairs 

This funding is intended to help qualified applicants to address the unmet needs for emergency repairs or capital improvements. Emergency repairs address items that present an immediate threat to the health, safety, and/or quality of life of the tenants. Capital improvements address items that are needed to maintain the habitability of the housing, to improve its functionality, suitability to target population, or to protect, expand or deepen affordability.   

Eligible properties will include existing nonprofit-owned housing previously funded by MOHCD that have not been significantly recapitalized in the last 15 years. MOHCD anticipates making 10-20 awards. Loans will range between a minimum of $1 million and a maximum of $4 million.

Request for Proposals (RFP) 

District 7 Affordable Housing Community Planning 

MOHCD is seeking grant proposals that will facilitate capacity building and education related to affordable housing development in San Francisco’s Supervisorial District 7. This funding is intended to increase and improve connections between community-based organizations with an active presence in District 7 and transfer housing related technical knowledge to community members and partners. Additionally, the grantee will create a needs assessment and plan to increase affordable housing opportunities in District 7.

SF Planning - Community Engagement Fellowship 

The Planning Department in partnership with MOHCD is seeking proposals from community-based organizations interested in hosting a full-time staff person who will be a Community Engagement Fellow. Each staff person/Fellow will work towards implementing a housing and land use community-driven plan, that invests in San Francisco’s equity populations and communities. 

There will be three Fellows and correspondingly there will be three funding proposals selected representing the following communities: 

1.) American Indian Community
2.) Black Community - Fillmore/Western Addition 
3.) Black Community - Bayview Hunters Point

SF Planning - Tenderloin Community Action Plan 

The purpose of this RFP is to invest in initiatives that engage and support low-income residents, nonprofits, and small businesses located in the Tenderloin project area and increase the quality of life of the neighborhood. The Tenderloin project area is home to some of the most ethnically diverse neighborhoods within San Francisco and is recognized as an important center for many different communities. This RFP solicits services that will support ongoing efforts to minimize displacement through the strengthening of established local institutions, affirming and expanding inclusion of residents of all ages in programming, and implementing projects selected through the participatory budgeting process of the Tenderloin Community Action Plan (TCAP).

Cultural Districts Operating Support 

The purpose of this RFP is to is to provide funding for operational support to agencies with a history of community-based leadership as the cultural district group that is working toward implementing one of the Board of Supervisors-approved Cultural Districts. 

The overall funding goals include: investing in healthy, transparent and diverse community-based Cultural District entities; ensuring that each District has sound operational and governance structures that contribute to organizational sustainability and attainment of place-keeping outcomes identified by the community; completing the Cultural History, Housing and Economic Sustainability Strategies (CHHESS) Report process; executing strategies and implementing pilot programs that advance the District’s priorities; developing and refining tools and strategies related to community priorities; and working collectively to document, share and promote an accurate history of San Francisco. 

Total Funding Available: Up to $460,000 per grant

Notice of Funding Availability (NOFA) vs. Request for Proposals (RFP) 

The City issues a NOFA to provide funding to qualified developers to acquire and develop sites specifically for the purposes of creating 100% affordable housing. The City issues an RFP as an official solicitation for grant applications from qualified nonprofits and community-based organizations focused on supporting residents by providing much needed services, strengthening civil society, and advancing individual and collective opportunity.
