San Francisco, CA – Today, Mayor London N. Breed joined Supervisor Matt Dorsey, Bay FC CEO Brady Stewart, City and community leaders to sign authorizing legislation for the soccer franchise’s 25-year lease to officially lock in Treasure Island as the team’s future home and move forward Bay FC’s plans to break ground for the permanent training facility on Treasure Island. The Board of Supervisors unanimously approved the franchise’s proposed lease on December 10, 2024.
In September, Mayor Breed and Bay FC announced plans for the location of Bay FC’s new permanent training facility on Treasure Island. The training facility will be privately financed and will expand the sports programming already planned as part of the redevelopment of the island. Bay FC’s initial plans include three core training fields and sporting facilities on eight and a half acres adjacent to the 40 acres already earmarked for sports use. The lease carries a 25-year term with four optional 5-year extensions for a potential total of 45 years. Bay FC will join the robust community of sports organizations that call Treasure Island home, such as the YMCA, the San Francisco Junior Glens Soccer Association, the San Francisco Little League, and the San Francisco Gaelic Athletic Association.

On August 27, 2024, Bay FC and the Treasure Island Development Authority (TIDA) signed a letter of intent for the new facility, which complements the redevelopment efforts already underway on Treasure Island. Island development is overseen by the TIDA within the City Administrator’s Office, and the master developer Treasure Island Community Development, led by Wilson Meany.

More than that, this facility will be a vibrant community hub, fostering youth sports and engagement on Treasure Island.”
Both Treasure Island and Yerba Buena Island are being transformed into environmentally sustainable new 21st-century San Francisco neighborhoods in the middle of San Francisco Bay, to include 8,000 new homes of which 2,200 will be affordable units, 300 acres of parks, trails and open spaces, with new restaurants and shops, and public art installations.

Built and created specifically for women athletes, Bay FC’s world-class training facility will be one of a few purpose-built training facilities for women’s sports in the United States and home to Bay FC’s players, coaches, and football operations staff. Bay FC’s facility will be designed to complement the existing and planned youth recreational facilities on the island and further enhance it as a youth sports destination for soccer clinics, additional community activities, and more for the entire Bay Area.
Bay FC plans to break ground on the state-of-the-art facility in 2025 and operate out of the facility in its 2027 season. In the meantime, they will continue to play regular season matches at PayPal Park in San Jose. Groundbreaking and more announcements regarding the training facility will come in 2025.

Co-founded by four U.S. Women’s National Team legends – Brandi Chastain, Aly Wagner, Danielle Slaton, and Leslie Osborne – Bay FC is the Bay Area’s first National Women’s Soccer League (NWSL) franchise. Bay FC finished their inaugural season this year and recorded the most regular season wins (11) of any expansion team in league history while becoming just the second first-year team to qualify for the postseason.
More About Mayor Breed’s Work to Transform Treasure Island
At 8,000 total units, Treasure Island represents a tenth of the City’s housing production goals. The project has made significant progress in the last number of years towards the completion of the first stage of construction.
Currently in the first stage of redevelopment, there are nearly 1,000 homes now open or near completion, with new parks, world-class public art, ferry service, new streets, and by 2025, approximately 1,208 market-rate and affordable housing units will be completed, including 307 affordable units, 788 rental units and 420 condominiums, such as:
- Completed: The Bristol, 124 market rate with inclusionary affordable condominiums on Yerba Buena Island
- Completed: Maceo May Apartments, 105 affordable rental units for homeless and formerly homeless veterans on Treasure Island
- Completed: The Townhomes and Flats on Yerba Buena Island
- Completed: Star View Court, 138 units of affordable housing by Catholic Charities on Treasure Island
- Completed: Isle House, 250 rental apartments with 24 inclusionary units
- Under construction: 490 Ave. of the Palms, 148 condominiums on Treasure Island
- Under construction: Hawkins, 178 rental apartments on Treasure Island
A package of Mayor Breed’s legislation co-sponsored by Supervisors Matt Dorsey and Rafael Mandelman to amend and update the Treasure Island/Yerba Buena Island project agreements were unanimously approved by the Board of Supervisors and signed into law in May of this year. The legislation made a number of updates to the project agreements to modernize and improve processes without reducing the community benefits package. The key element of the legislation was a fiscal measure to accelerate public revenue into the project using Certificates of Participation to enable Stage 2, the next major development phase, to proceed without delay.
On December 17, the Board of Supervisors approved authorizing legislation for the first tranche of public financing to be used to advance Stage 2 of the island’s development. Early works have already begun, and the project will commence fully next spring in tandem with the construction of Bay FC’s training facility. Stage 2 includes 1,300 additional units of housing, the creation of a commercial corridor on the island, 250 affordable housing units across two buildings and a 240-bed behavioral health project, and a significant expansion of streets, infrastructure, and open spaces.
