Overview
The Department of Children, Youth and Their Families (DCYF) administrates the Free City College Program and the City College Financial Assistance Fund Oversight Committee, also known as the Free City College (FCC) Oversight Committee.
History
In 2017, the SF Board of Supervisors passed the San Francisco City College Enrollment Fee Assistance Fund and ratified a Memorandum of Understanding between the City and County of San Francisco and City College of San Francisco for the Free City College program.
DCYF administrates the program and the Oversight Committee was established to review program implementation.
In 2019, Mayor London Breed and the Board of Supervisors increased funding by amending the San Francisco City College Enrollment Fee Assistance Fund. This extended the Free City College Program for the next decade.
In September 2019, DCYF and City College of San Francisco established a 10-year Memorandum of Understanding with greater financial and programmatic oversight.
Committee members
The Oversight Committee consists of 15 members. Each member of the committee serves at the pleasure of the member’s appointing authority. Members serve for the life of the committee unless removed by the appointing authority.

Shall be held by an employee or officer of the San Francisco Unified School District, appointed by the Board of Education of the San Francisco Unified School District. - Seat 8: Calvin Quock
Shall be held by the Controller or the Controller’s designee. - Seat 9: Maria Su
Shall be held by an employee of the Department of Children, Youth, and Their Families, appointed by the Director of the Department. - Seat 10: Dr. Lisa Cooper Wilkins
Shall be held by a City College employee who is involved in the administration of the Free City College program, appointed by the City College Board of Trustees. - Seat 11: Alisa Messer
Shall be held by a City College faculty member, appointed by the City College Academic Senate. - Seat 12: Christopher Brodie
Shall be held by a classified staff member of City College, appointed by the labor organization that represents the largest number of classified City College employees. - Seat 13: Jill Yee
Shall be held by a member of the public, appointed by the Mayor. - Seat 14: Conny Ford
Shall be held by a member of the public, appointed by the Board of Supervisors. - Seat 15: Malinalli Villalobos
Shall be held by a student trustee member of the City College Board of Trustees.
