About the Annual Report
San Francisco voters approved Proposition C in November 2003, which mandated the Controller's Office to monitor the level and effectiveness of public services provided by the City and County of San Francisco. The Controller's Office's Performance Program collects and publishes all City departments' fiscal year-end performance data in the Annual Performance Report to partially fulfill this requirement.
The Annual Performance Reports consists of:
- Highlighted measures from six selected service areas in the Performance Scorecards
- An online Performance Measure Table by Department dashboard
- An online dashboard (above) for the 800+ performance measures that displays the actuals and targets for departments' annual performance measures as well as additional information.
What is performance measurement?
Performance measurement involves identifying, collecting, and reporting on indicators that show how well departments are performing, both internally and in their delivery of services to the public. Performance is measured against targets determined two fiscal years in advance. Targets may be determined based on historical performance trends, peer city averages, or external standards.
Why does performance measurement matter?
Measuring performance promotes departmental data-driven decision making and ensures that City operations are transparent to the public, elected officials, and City staff. Performance metrics are used to inform annual budget deliberations, while also allowing departments to measure their efficiency and productivity against pre-determined targets. Performance measurement allows for departments to identify areas of needed growth and ensures that they are held accountable to their strategic goals. By measuring performance, San Francisco benefits from a more transparent and responsible government.
