Help keep San Franciscans housed
The Residential Hotel Conversion and Demolition Ordinance (HCO) prevents the loss of residential hotel units through conversion or demolition.
What you need to do
Keep records of use
You must fill out and keep the following for 2 years:
- Daily Log
- Weekly Report
- Rent receipts
You also must complete an Annual Unit Usage Report every November 1.
Post for the public
Post the following documents in a front lobby or other conspicuous place available to the public:
- Poster about 311
- Previous week's Weekly Report
Get building permits reviewed
All building permit applications for residential hotels must be reviewed by the residential hotel inspector. Email matthew.luton@sfgov.org to schedule an appointment.

The Residential Hotel Unit Conversion and Demolition Ordinance (HCO), Chapter 41 of the San Francisco Administrative Code, was first adopted on June 26, 1981, by the San Francisco Board of Supervisors.
The purpose of this ordinance is to preserve affordable housing by preventing the loss of residential hotel units through conversion or demolition, and to prevent the displacement of low income, elderly, and disabled persons.
