What we do

The Civil Service Commission oversees San Francisco's merit system. It's a set of rules and policies to make sure the City hires and promotes workers fairly.

When people have issues related to City jobs, we can take action. We may hold public hearings or investigate. If we find a problem, we work with the department and staff to fix it.

We can help when:

  • A worker didn't get a promotion they deserved
  • People get hired because of their political or family connections, not their skill 
  • Departments aren't following merit system rules

Our history

San Francisco's Civil Service Commission is one of the oldest in the country. The commission started work in 1900, the same year the City adopted the merit system.
