Overview
Community members working together to improve access and quality of services for children, youth, and families. The Children, Youth and Their Families' Oversight and Advisory Committee (OAC) ensures that the Children and Youth Fund is administered in a manner accountable to the community.
History
DCYF administers investments for children, youth, and their families through the Children and Youth Fund, which was passed by San Francisco voters in 1991.
In November 2014, voters overwhelmingly approved Proposition C, which reauthorized the Children and Youth Fund through June 30, 2041. One of the many changes outlined in Proposition C was the establishment of the OAC. The first formal meeting was held in October 2015.
Our mission
We provide recommendations and feedback to DCYF regarding funding decisions, program improvement, and other topics related to children, youth, and their families.
Additionally, we review the planning process for the department's Community Needs Assessment, Services Allocation Plan, and the overall spending plan.

Committee seats
The OAC is comprised of 11 seats. Members in seats 1 through 6 are appointed by the Mayor. Members in seats 7 through 11 are appointed by the Board of Supervisors. OAC members may serve 2 consecutive terms.
Seat descriptions
Seat 1
- This seat is held by a youth 19 years or younger at the time of appointment. They are recommended to the Mayor by the Youth Commission. Members younger than 18 years at the time of appointment are not subject to the requirement of Charter Section 4.101(a)(2).
- The term length is 3 years.
Seat 2
- This seat is held by a youth 19 years or younger at the time of appointment. They are recommended to the Mayor by the Youth Commission. Members younger than 18 years at the time of appointment are not subject to the requirement of Charter Section 4.101(a)(2).
- The term length is 2 years.
Seat 3
- This seat is held by a parent of a youth that is under 18 years old and enrolled in the San Francisco Unified School District (SFUSD) at the time of appointment. They have demonstrated commitment to improving access and quality of services for children, youth, and families.
- The term length is 3 years.
Seat 4
- This seat is held by a person with expertise or substantial experience working in services and programs for children ages 5 and younger.
- The term length is 2 years.
Seat 5
- This seat is held by a person with expertise or substantial experience working in the field of children and youth services in communities that are low-income or underserved.
- The term length is 3 years.
Seat 6
- This seat is held by a person who has demonstrated commitment to improving access and quality of services for children, youth, and families in communities that are low-income or underserved.
- The term length is 2 years.
Seat 7
- This seat is held by a person who is a disconnected transitional-age youth (as defined in Charter Section 16.108), 18 to 24 years of age at the time of appointment, and who is familiar with the issues and challenges faced by disconnected transitional-age youth.
- The term length is 3 years.
Seat 8
- This seat is held by a parent of a child that is enrolled in kindergarten through 8th grade at the time of appointment. They are from a low-income community or has expertise or substantial experience working to promote the interests of communities of color. They have demonstrated a commitment to improving access and quality of services for children, youth, and families.
- The term length is 2 years.
Seat 9
- This seat is held by a parent of a child under the age of 5 years and enrolled in a publicly-subsidized or City-funded program at the time of appointment. They have demonstrated a commitment to improving access and quality of services for children, youth, and families.
- The term length is 3 years.
Seat 10
- This seat is held by a person with expertise or substantial experience working in the field of children and youth services in communities that are low-income or underserved.
- The term length is 2 years.
Seat 11
- This seat is held by a person who has demonstrated commitment to improving access to and quality of services for children, youth, and families.
- The term length is 3 years.
