    Overview

    This is the regular in-person monthly public meeting of the Sheriff's Department Oversight Board. Members of the public are invited to attend the meeting virtually or in person to give public comment.

    Agenda

    1. Resolution Under California Government Code Section 5493 (e) (Action)

      Resolution setting forth findings required under Assembly Bill 361 that would allow the Sheriff’s Department Oversight Board and any subcommittees to hold meetings remotely as specified.

    2. Adoption of Minutes (Action)

      Review and approve the Minutes from the Sheriff’s Department Oversight Board Regular Meeting held on September 26, 2022.

    3. Recruitment of Inspector General (Discussion and Possible Action)
      • Presentation by Phil Eure and Richard Rosenthal about best practices for recruiting and hiring an Inspector General and establishing an Office of Inspector General.
      • Report from Department of Human Resources (DHR) on questions and requests raised at the September 26, 2022, meeting regarding recruitment and selection of an Inspector General, including time and cost estimates associated with DHR or Outside Firm recruitment and selection.
    4. Sheriff's Chief Report (Informational)

      Presentation by the San Francisco Sheriff’s Office (SFSO).

      • Educational programs that were paused or postponed and when they would resume
      • Figures on monthly prison population in comparison to current deputy staffing for the last five years
      • Number of pods occupied, and deputies assigned
      • Internal investigation cases, including numbers and disposition
      • Assaults on Deputies by incarcerated individuals
    5. Deputy City Attorney Report (Informational)

      Report from the Deputy City Attorney regarding general public information on lawsuits against the Sheriff Office in the past year. Information beyond public information may be calendared for a closed session at a future meeting.

    6. Presentation by Department of Police Accountability (Informational)

      Presentation by DPA regarding staffing, budget, and current steps to build the Office of the Inspector General.

    7. LA Probation Oversight Website and Report Card (DISCUSSION)

      Discuss the LA Probation Oversight Webpage and Report Card and see what can be taken from it and adapted to SDOB.

    8. Rules of Order/By-Laws (DISCUSSION)

      Review and final comments of Rules of Order for SDOB for adoption at a later meeting.

    9. Future Agenda Items (Discussion)
    10. General Public Comment

      The public is now welcome to address the Board regarding items that did not appear on tonight’s agenda but that are within the subject matter jurisdiction of the Board.  Speakers shall address their remarks to the Board as a whole and not to individual Board Members or Department or SDO personnel.

    Know Your Rights Under the Sunshine Act

    Government's duty is to serve the public, reaching its decisions in full view of the public. Commissions, boards, councils, and other agencies of the City and County exist to conduct the people's business. This ordinance assures that deliberations are conducted before the people and that City operations are open to the people's review.     Per the Language Access Ordinance (Chapter 91 of the San Francisco Administrative Code), Chinese, Spanish, and or Filipino (Tagalog) interpreters will be available upon request. Meeting Minutes may be translated if requested after they have been adopted by the Commission. Assistance in additional languages may be honored whenever possible. To request assistance with these services please contact the Office of Inspector General at (v) 415.241.7711 at least 48 hours in advance of the hearing. Late requests will be honored if possible.

    Sheriff's Department Oversight Board hearings are held in Room 416 at City Hall, 1 Dr. Carlton B. Goodlett Place in San Francisco. City Hall is accessible to persons using wheelchairs and other assistive mobility devices. Ramps are available at the Grove, Van Ness and McAllister entrances. The closest accessible BART station is Civic Center Station. For information about SFMTA service, please call 311.
    Assistive listening devices, real-time captioning, American Sign Language interpreters, readers, large print agendas, or other accommodations are available upon request. Please make your requests for accommodations to the Police Commission at (v) 415.837.7070. Requesting accommodations at least 72 hours prior to the meeting will help to ensure availability.
